
Israel has a robust technological base both in the military and commercial sectors and has managed to develop technological products that are always in the leading edge. This is highlighted by the fact that 60% of the exports are high-tech products and most of the country's traditional industries are based on advanced technologies.
One of the ways that Israeli authorities use in order to further boost the national technological base is through Industrial cooperation. The responsible authority for the realization of it is the Industrial Cooperation Authority (ICA). ICA aims at developing new markets for high quality competitive goods and creating a framework for bilateral or multilateral industrial and trade cooperation between foreign companies or its subsidiaries and Israeli industry. Additionally, ICA mentality addresses that industrial cooperation activities, subsequent to an industrial cooperation undertaking, are expected to be carried out on a competitive basis and should not be based on penalties, warranties or other financial guarantees.

Israel has significant gains from industrial cooperation. In 2008 alone, as a result of industrial cooperation agreements over 200 firms worldwide acquired nearly $3 billion worth of goods from more than 300 Israeli companies.
Apart from industrial cooperation there are several other means through which Israel boost its industrial base. The unmatched pool of highly skilled workers and the world-renowned research and academic capabilities that the country has are some of them. The highly advanced academic research platform and high-tech capabilities that Israel have enabled dozens of companies to develop expertise in areas such as electro-optics, advanced software applications, nanotechnology, electronic warfare, homeland security and multiple telecommunications applications. Israel has a significant reputation as an international center for research and development.

The employees of the aforementioned industry have the plus that they have operational experience gained from serving in the Israel Defense Forces. Israel’s Industry is at the forefront of technological advancement, sophistication and efficiency by creating products of proven record of quality, reliability and serviceability. Based on this policy Israeli companies have recorded several successes on selling their products globally.
