U.S. Navy Selects ARServices for Operational Effectiveness Initiative

ARServices, a leading management and technology consulting provider for the federal government and defense sectors, was chosen by the Office of the Deputy Chief of Naval Operations (OPNAV)’s Integration of Capabilities and Resources Department (N8) to assist with their ongoing Operational Effectiveness Initiative.

As per the provisions of this contract, ARServices will provide skilled business transformation services personnel to aid the department as it seeks to reevaluate its organizational structure and procedures to ensure timely, accurate, and accountable execution of its core functions, which include:

  • Developing the Department of the Navy’s long range financial plan
  • Conducting campaign and mission level analysis to support Navy leadership decisions and balance risk across capability areas
  • Providing assessments to support Program Objective Memorandum development
  • Implementing programming and budgeting actions and controlling allocated funds to ensure program success

These functions have become strained under continued reorganizations, mandated reductions to headquarters personnel and continuing reductions in DoD resources with no decrease in mission demands. ARServices was selected to review the current N8 organization structure and practices and develop recommendations for the implementation of workforce alignment and development improvements to ensure mission effectiveness and improve across-the-board organizational efficiency.

The company’s selection to assist the OPNAV N8 Department expands the company’s relationship with the organization. Previously, ARServices served in a similar, albeit smaller, function with OPNAV’s Programming Division (N80). This new contract will expand the company’s scope of work with the addition of new tasks and deliverables, while expanding the company’s presence across the entire Integration of Capabilities and Resources Department (N8).
