CINTEL - Centro de Investigación de las Telecomunicaciones (Telecommunications Research Center), is the center for research, technological development, innovation, training and consulting services in the field of ICT (Information & Communications Technologies). Its main objective is to contribute, promote and foster the development of the ICT industry and its applications in the region of Colombia and Latin America.

CINTEL was created in 1991 as a mixed, non-profit corporation. Its workforce has a broad knowledge and experience in the development of ICT services, enabling it to offer the best products and services at competitive prices and guaranteeing the successful completion of ICT projects. For this reason CINTEL is recognized in Colombia and Latin America as one of the most important research centers.

MISSION

CINTEL aims to fully satisfy the needs and requirements of its clients according to their business objectives. It provides them with differentiated world class level services allowing them to increase sales, optimize costs and improve relationships with partners, suppliers and operators. CINTEL offers a comprehensive support in technological and business related projects.

CINTEL’s processes are client oriented, focusing on understanding customers’ needs, satisfying their requirements and exceeding their expectations, through the continuous improvement of processes and high quality services.

In order to accomplish this goal, CINTEL studies, analyses, disseminates and implements current and emerging technologies and technological trends. Additionally, it provides open discussion opportunities to all ICT sector players in order to analyse technological, social, political, economic, market, business, and regulation issues that affect the development of the sector

CINTEL is a source of information for the ICT industry that provides initiatives and lead actions for the development of the ICT industry in the country and the region.

CINTEL has four lines of services:

• Research, technological development and innovation,
• Technical assistance and consulting,
• Human resources training,
• Information services.

CINTEL is constantly improving processes getting involved in new sectors, such as defence and security. Thanks to this, the center is capable of developing innovative projects and has become the reference institution in Latin America in this sector.

CINTEL helps its clients achieve their goals using appropriated project management methodologies proposed by the PMI - Project Management Institute. CINTEL has project managers certified under the PMP certification of the PMI - Project Management Institute.

International Cooperation Network

CINTEL has a broad international cooperation network which allows it to extend its activities around the world. CINTEL’s international cooperation network involves institutions in the United States, Costa Rica, Canada, South Korea, Spain, Brazil, France and Switzerland:

CINTEL also participates the international project WIP (World Internet Project) and BIT (Business and Information Technologies Project), which study the impact of ICT on enterprises and people. BIT and WIP are led for the Center for the Digital Future of USC (University of South California) and the Business School of UCLA (University of California in Los Angeles) respectively. 

QUALITY

CINTEL is permanently improving its Quality Management System as part of its business strategy and has been certified under ISO 9001:2008 and NTC/ISO 9001 certification, guaranteeing high quality services.

METHODOLOGY

CINTEL follows the best international practices and has its own methodologies for the development of projects created based on the knowledge and experience of its professionals. These methodologies allow the Company to successfully develop projects and obtain the best possible results.

The convergence of the main ICT players on one center has allowed CINTEL to have a complete vision of the sector and, along with its wide experience and knowledge, have made it the ideal institution for the development of ICT projects.

The main objective of CINTEL’s defence and security projects is to understand the specific problem, analyze client’s requirements and participate in the research, development and implementation of the best solutions, contributing to improving and innovating the way in which military forces operate.

Among CINTEL’s members are ICT operators and suppliers, universities and government entities. Its board of directors is chaired by the Colombian Minister for ICT.

Research, Technological Development & Innovation Services

CINTEL carries out research, technological development, and innovation projects in many areas related to the ICT sector. As a result, it has produced many studies on topics related to national and international regulations and technologies.

CINTEL has an NGN national laboratory in Colombia to provide all ICT players with knowledge on new technologies, as well as research, development and innovation. This laboratory will allow the creation of synergies among ICT sector members, namely operators, suppliers and universities.

Additionally, CINTEL offers discussion spaces to ICT stakeholders, whose objective is to identify problems related to ICT, contributing to analysis and elaborating conclusions and recommendations about technological, commercial and regulatory issues in order to foster the harmonic development of the sector. The participants in these scenarios are:

CINTEL has extensive experience in supporting the decision making process with the adoption and implementation of policies, strategies, plans and actions related to the creation, dissemination and use of ICT, and its application in various sectors. Professional Training Services

CINTEL offers professional training programs in various topics related to ICT. The Company offers customized online and offline courses, through e-learning platforms and/or regular face to face activities.
 
Due to the dynamism of the ICT sector, CINTEL structures its training activities according to the needs of the sector and the importance and impact of the topics. It offers seminars, conferences and workshops and develops different activities with national and international entities through strategic alliances to support the development of the sector.
 
For example, CINTEL is in charge of the governmental training program, which includes virtual courses and seminars on the new e-government strategy in Colombia.
 
Additionally, CINTEL is the node of the Excellence Center for Americas of UIT and therefore participates in the development of online training programs with the University. CINTEL's training program also includes the most important academic and commercial event of the telecommunications sector in Colombia and the Andean region, the international Congress of telecommunications, Andicom.

Information Systems

CINTEL offers a complete information dissemination system, allowing the ICT sector players to be updated on news, statistics, analysis and technological developments and innovations in the ICT sector both in Colombia and the world. The information is related to technology, marketing, business, political and regulations topics.

Qualified Workforce

CINTEL’s organizational structure is based on projects. Each project has a manager, professionals, and national and international associated experts with the knowledge and experience to develop successful projects.
 
CINTEL has a highly trained and qualified interdisciplinary staff with a high level of knowledge, experience and skills in technology and business, namely engineers, economists, lawyers, educators, journalists, ICT analysts, and consultants. CINTEL’s core staff includes about (60) people, 90% of them with postgraduate studies in Colombia or abroad.
 
CINTEL’s professionals are committed to quality and the continuous improvement of processes. The Company’s professionals generate synergies to improve individual skills and competences and achieve common objectives through the ongoing process of learning, innovation and development in the field of ICT.
 
CINTEL’s personnel are experienced in ICT projects, especially in projects related to as defence and security, where CINTEL is obtaining great results.
