This is the first Defence White Paper in over a decade. It is a comprehensive document, which balances the Government's policy objectives, the strategic outlook, and the fiscal context. The White Paper reflects the Defence Assessment which was earlier prepared by the Secretary of Defence. It has been shaped by extensive Ministerial consideration, and informed by public and academic consultation, and by the views of an independent advisory panel.

This Statement of Intent sets out a new Four Year Excellence Horizon and priorities for the Ministry of Defence. It sets higher levels of ambition for the Ministry, following delivery on a significant period of activity and organisational reforms across the last three years. I also describes how the Ministry will deliver improvements to the defence capability management system, as a result of the Government’s $27.1 million investment in the Ministry in Budget 2015. Moreover, it also takes into account changes to the Ministry’s strategic environment identified in the Defence White Paper 2016.

This work sets the basis for the Ministry’s planned achievement over the next four years, which is expressed through our five strategic directions:

  1. Defence decisions keep pace with the dynamic security environment; and New Zealand contributes to and benefits from successful defence relationships.
  2. Capability advice balances policy, capability and cost, and establishes the true risk and cost of projects early.
  3. Major military equipment is acquired on time and delivers against the Government’s intentions.
  4. The defence agencies successfully manage a period of change and reform.
  5. The Ministry becomes sustainable and resilient.

This leaflet (PDF) summarises the strategy of the NZDF, till 2035. It gives a brief description of the Strategic Environment, analyses the combat capability of NZDF in short and long term, describes the defined strategic objectives and priorities of the NZDF, and makes some judgements in term of affordability of the Defence Force. Finally, the direction of the NZ Joint Defence Force is presented shortly, and its organisational alignment is outlined.

The Minister of Defence is responsible for all of the appropriations in Vote Defence and most of the appropriations in Vote Defence Force. The Minister of Veterans’ Affairs is responsible for slightly less than $137 million of the total vote. The appropriations sought for Vote Defence in 2016/17 increase by 19 percent to $278.9 million, from estimated actual spending of $233.99 million in 2015/16. The rise is mainly because of an increase in non-departmental expenditure on capital equipment, which the ministry purchases for, and on behalf of, the New Zealand Defence Force. The total appropriations sought for Vote Defence Force increase by 19 percent to $3.417 billion in 2016/17, from estimated actual spending of $2.882 billion in 2015/16. This rise is mainly for building Defence Force capability.
