As part of its strategy to provide affordable housing within the borough, LB Tower Hamlets identified number of suitable sites within its own estates with potential for residential development and to deliver its own 100 % affordable new housing on these Council owned sites.

The site at St Paul’s Way was purchased from the NHS by London Borough of Tower Hamlets as part of a development programme to increase housing supply in the borough. The existing building is a former GP surgery which adjoins the redeveloped Leopald Estate. The site is relatively flat with existing trees on the site. Planning approval was obtained in July 2019 to demolish the medical centre and construct a 7 storey building to provide a community space at ground floor level and 23 x 1, 2 and 3 bedroom properties

This mixed tenure scheme will deliver 23 homes.

Tenderers are asked to note section 8 of the design and access statement in relation to the building’s appearance.

The site at 111-113 Mellish Street was previously used as a nursery annex to Seven Mills Primary School. The development site is currently occupied by a single storey modular building that covers a large portion of the site, with the remainder used as surface car parking. Planning approval was obtained in September 2019 to demolish the existing building and construct a 5-storey block providing 22 high quality homes for rent, a three storey community facility and a communal garden centred between the two new buildings

This mixed development scheme will deliver the 22 homes as 100 % affordable homes for rent as follows:

9 x 1 bed

8 x 2 bed

5 x 3 bed.

This tender was awarded through the solution development contractors facilitated by the Procurement Hub.

The Lowder House development sits on the corner between Reardon House and Lowder House in Wapping and is currently occupied by a concrete hardstanding and garages within surrounding residential properties. Planning approval was obtained in June 2019 to demolish the existing garages and to construct a new residential 4-6 storey block containing 18 x 1, 2 and 3 bedroom flats with a covered parking garage. 10 % of homes will be located at street-entrance level for full wheelchair-accessibility (Approved Document M4 (3)).

The scheme will deliver 18 affordable flats as follows

7 x 1 bed

5 x 2 bed

4 x 3 bed

2 x 3 bed (wc).

Torus Group seeks to appoint one contractor for their Torus62 Development to build 52 new units.

Torus Group seeks to appoint one contractor for their Torus62 Development to build 26 new units.

The work comprises the complete design, construction and completion of 78 new build properties including the obtaining of all statutory approvals, service diversions, incoming services, drains, internal works, external works and abnormal works.

The project involves the construction of 369 residential flats and associated infrastructure including roads, parking areas, drainage, services and amenity spaces for Aberdeen City Council. This includes a mix of 1, 2 and 3-bedroom flats with all 369 flats being for social rent tenure by the Council. The flats are contained within 8 blocks with a maximum height of 4 storeys. The proposed development has 2 parallel streets on an east west axis both providing for 2-way vehicular movements. The streets will have parking perpendicular to the road. Signage and traffic calming measures will be used to slow traffic and create an environment welcoming to pedestrians. A key feature of the development is a central core of open space overlooked by the flats. The project also includes infrastructure works outwith the site boundary.

The project is being procured on a traditional basis with contractor designed portions for some elements of the work. The form of contract will be the SBCC Standard Form of Building Contract With Quantities (SBC/Q/SCOT) 2016 edition, with the schedule of amendments, all as detailed within Bill No 1 Preliminaries and with the applicable contractor’s designed portion supplements. Further details of the employer’s requirements and contractor designed portions are provided within the bills of quantities document.

The successful tenderer will take possession of the whole site in 1 lot although completion of the 8 blocks is required in 6 distinct and partially overlapping phases.

The project is awarded through procurement hubs development contractor DPS.

Stage 1 — response to 1st stage tender documentation, leading to an appointment for pre-construction services, from 5.9.2019 to 4.5.2020, remunerated on a fee basis. This tender seeks to procure proposals for the following:

(a) construction programme;

(b) methodology/approach/logistics;

(c) fixed price PCSA fee;

(d) fixed price main contractor preliminaries;

(e) fixed overheads and profit percentage;

(f) risk percentage.

Stage 2 – the preferred bidder from stage 1, develops the contractor’s proposals and procures the sub-contract packages for the stage 2 works on an ‘open book’ basis through joint tender action with the employer’s team, culminating in agreement of a fixed price.

One of the employer’s key objectives is to obtain satisfactory cost and programme security in a timely fashion, in advance of the planned new build start-on-site date of May 2020. An important element of the selection criteria during Stage 1 will be the commitment on the part of the Contractor, to out-turn cost and construction period. Whilst this commitment will not be a contractual one at the time of the stage 1 appointment, it must stand up to scrutiny and be real, demonstrable and deliverable.

Following a gateway review meeting upon the conclusion of stage 1, places for people homes reserve the right to not taken the chosen contractor through to stage 2 and instead re-tender stage 2 to the open market.

Leeds Jewish Housing Association are seeking a design and build contractor to deliver 2 apartment blocks, located in the Queenshill Estate in Moortown, Leeds, consisting of 88 units. The project will utilise a 2-stage design and build procurement route with the contractor working with LJHA and its advisors to complete the design and agree a contract sum and budget for the second stage. The architect and civil/structural engineer will novate to the contractor on execution of the construction contract. LJHA are utilising the procurement hub contractor framework from which to procure a contractor which is the framework utilised by Yorkshire Housing who are acting as LJHA's partner for securing funding from Homes England for the project. This framework has been established utilising an OJEU compliant process which means that the process will comply with the Public Contracts Regulations 2015 with the Queenshill Development having a higher value than the OJEU threshold.

The authority is developing new homes in White Hart Lane, Collier Row, Essex. The development is divided between 2 sites on that road, one garage site at the rear of shops at RM7 8JB and the other at the rear of Kent House at RM7 8JU. A total of 23 residential units will be developed for affordable rent. The proposed contract is for the design and build of those units.

Yorkshire Housing are seeking a contractor to deliver an affordable housing scheme at Hull Road, York. The proposed affordable housing development consists of 69Nr 2, 3 and 4-bed affordable homes, comprising a mix of 13Nr affordable rented, 39Nr shared ownership and 17Nr rent to buy units.

The project is awarded through Procurement Hub DPS — 2017/S 086-167235.

The suppliers will need to be able to provide the services of a development contractor to meet the varying requirements of Places for People and other organisations. As such, Places for People wish to form and let a development contractor Dynamic Purchasing System (DPS) which will be utilised and owned by Places for People Procurement Hub.
