This notice updates the General Procurement Notice for this project published on the EBRD Website on 20th August 2015.

The Northern Dimension Environmental Partnership (NDEP) Support Fund, administered by the European Bank for Reconstruction and Development (EBRD), was established in 2002 with the objective of delivering environmental improvements and reduction of risks associated with the nuclear legacy in North-West Russia.

Joint Stock Company Federal Centre for Nuclear and Radiation Safety (JSC FCNRS) is the Recipient of the Grant Implementing Agreement No. 005B signed with the EBRD. The objective of the Project is to remove a serious nuclear, radiation and environmental hazard from the region by removing the spent nuclear fuel (SNF) from Lepse, located at Nerpa shipyard (Murmansk region), and transporting this to Atomflot (Murmansk) for onward shipment to Mayak for reprocessing or interim storage.

In early 2016 Rosatom determined that all (over 600) of the cells containing SNF are to be cut out of the SNF tanks and transferred to new canisters for further transport off the Nerpa site in the SNF transport casks on board Serebryanka. In preparation for defueling operations, the Lepse has been dismantled and the fore large storage package (LSP) containing the SNF will be placed inside a Shelter. The following facilities will be made available for the defueling operations: infrastructure for SNF transportation at Nerpa, the Shelter (with ventilation, radiation and criticality monitoring and alarm systems), a sanitary pass, cranes, shielded chamber, trolley, mock-up training facility, upgraded roads, upgraded pier crane, upgraded pier and all of the specialist SNF handling equipment, manufactured and tested in the mock-up facility in the Shelter.

The tendering process for the following services, works and goods will be subject to the EBRD's Procurement Policies and Rules and will be open to firms from any Country:

• Cutting out all of the cells containing Spent Nuclear Fuel (SNF) from the SNF Tanks contained in the Lepse Fore Large Storage Package (LSP) including;

- Development of optimal safe working conditions for cutting out the cells containing SNF from the SNF tanks (cutting of welds)

- Provision of optimal safe conditions inside the SNF storage tanks and on the lower deck of the LSP in support of the SNF cutting operations including the provision and installation of necessary shielding

- Installation of specialist equipment (supplied by FCNRS) and connection of the fore LSP to the Shelter safety systems

- Installation of specialist weld cutting equipment (supplied by FCNRS)

- Cutting of the welds of cells containing SNF from the Fore LSP

- Placing the cells into canisters (supplied by FCNRS) using specialist equipment (supplied by FCNRS)

- Operation of the Shelter (supplied by FCNRS)

• Transportation of the canisters to the Quay no. 1

- Placing the canisters into a transport flask (supplied by FCNRS)

- Transportation of the transport flask within the Nerpa Shipyard territory to Quay No. 1 using equipment (supplied by FCNRS)

• Loading of the canisters into the transport casks TK-18

- Loading of the canisters into the transport casks TK-18 (supplied by FCNRS) on board the special vessel Serebryanka. using the nuclear rated pier crane (supplied by FCNRS)

- Operation of the Quay no. 1 (supplied by FCNRS)

• Obtaining all relevant licences and approvals in collaboration with FCNRS, Nerpa and Atomflot.

• Preparation of relevant documentation, including but not limited to work implementation plans and quality assurance documentation.

• Coordination of defueling operations with Nerpa, Atomflot, FCNRS and regulators.

The following Consultancy services to support the defueling operations will be subject to the provisions of clause 5.9 of the EBRD’s Procurement Policies and Rules:

• Support of the FCNRS project management unit,

• Site operator support services,

• Lepse operator support services,

• Specialist equipment support services

• design supervision services;

It is expected that tendering will start in quarter 3, 2017. The estimated cost of the project is approximately Euro 4 Million.

The proceeds of the EBRD's grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the Purchaser's country.
