Bosnia and Herzegovina represented by the Ministry of Finance and Treasury and Republika Srpska represented by the Ministry of Finance of Republika Srpska (both hereinafter referred to as “the Borrower”) has received a loan from the European Investment Bank – EIB (hereinafter referred to as “the Bank”) – for financing the costs of the Project “Emergency Flood Relief and Prevention - A” (hereinafter referred to as “Project”). This Invitation for Bidders relates to the Contract “Construction of Flood Protection Measures in Bijeljina” which shall be signed and implemented by JU Vode Srpske (hereinafter referred to as “the Employer”) and refers to bid no: EIB 2010-047/TG19.

Description of the Contract:

The Employer invites firms to bid for the Contract(s) to be funded from the proceeds of the EIB loan. The scope of the Contract(s) shall be the procurement of the works for LOT 1 and 2

The aim of this tender is to carry out rehabilitation works for the flood protection system in Semberija, Republika Sırpska, to provide effective protection of Municipality of Bijeljina and its neighbourhood from flooding.

Scope of Works to be implemented is as follows:

LOT 1

• Component 1 - Reconstruction of the Connecting Channel and Dašnica Channel with Water Distribution Structure (AM1) (AM stands for additional measures)

— Rehabilitation of the connecting channel at the confluence with Majevica Lateral Channel (L = 750 m). Typical cross section will be non-symmetrical trapezoid with berm on the right side. Slope of the banks shall be reinforced by reinforced concrete longitudinal and cross stabilisation beams, supported by stones and grass field;

— Construction of dyke and service road along the right bank from chainage (L = 728.17 m).

— Elevation of the road along the left bank (L=480 m);

— Rehabilitation of four draining structures at the dyke;

— Reconstruction of the Dašnica Channel (L=320 m);

— Construction of a water distribution structure at the junction.

• Component 2 - Reconstruction of Dašnica Channel through the city of Bijeljina (AM3)

— Rehabilitation / reconstruction of Dašnica Channel (L = 2.1 km) and strengthening riverbed and banks. Typical cross section will be symmetrical trapezoid. Slope of the banks shall be reinforced by reinforced concrete longitudinal and cross stabilisation beams, supported by stones and grass field;

— Reconstruction of six cascades including pavement of channel bottom with concrete for 6 m upstream and downstream;

— Strengthening of the interfaces by reinforced concrete stabilisation beams;

— Reconstruction/construction of the pedestrians/bicycle path and light traffic road along the channel, (L = 4 km);

— Construction of recreational structures along both sides of the channel.

— Installation of lighting poles along the channel;

— Construction of a PVC stormwater collector for drainage of the road (L = 960 m).

LOT 2:

• Component 1 - Reconstruction of Majevica Lateral Channel (AM2)

— Reconstruction of the Majevica Lateral Channel (L = 11 km)

- Channel bed strengthening with reinforced concrete beams, bank rehabilitation, reconstruction of cascades

- Elevation dyke crown in three locations (L = 7 km);

- Construction of service road along the dyke (L = 5 km);

- Rehabilitation of draining structures;

- Regulation of river bed at the confluence;

— Reconstruction of Main Lateral Channel (GOK) (L = 615 m) including the elevation of the dyke crown (L = 600 m), construction of new dyke section (L = 200 m) and elevation of the road between bridges.

• Component 2 - Reconstruction of Glogovac Lateral Channel (AM4)

— Reconstruction of the Glogovac Lateral Channel (2 km).

- Channel bed strengthening with reinforced concrete beams,

- Bank reinforcement,

- Reconstruction of the dykes, retaining walls, stairway and elevation of service roads paved with macadam and asphalt.

- Rehabilitation of draining structures

— Drina – Glogovac Channel

- Reconstruction of the confluence to Glogovac Lateral Channel (L = 160 m).

- Elevation of the macadam road 30 cm along the channel (L = 1.20 km).

Period of implementation of contract:

It is anticipated that the Contract will start in February 2018 with a maximum duration of 18 months and Defects Notification Period shall be 12 months.

Qualification criteria:

The following selection criteria must be satisfied by bidders to be qualified for the award of Contract.

— Successful experience as main contractor in at least 1 project of a nature and complexity similar to the proposed contract over the last three (3) years, with a value of at least :

- For LOT 1: EUR 1,500,000 (or equivalent) that have been successfully and substantially completed

- For LOT 2: EUR 2,000,000 (or equivalent) that have been successfully and substantially completed

— Average annual turnover as main contractor (defined as billing for work in progress and completed) over the last three (3) years of minimum :

- For LOT 1: EUR 2,000,000 (or equivalent).

- For LOT 2: EUR 3,500,000 (or equivalent).

— The Bidder shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and/or other financial means sufficient to meet the construction for a period of three (3) months estimated at not less than

- For LOT 1: EUR 500,000 (or equivalent) taking into account the applicant’s commitments to other contracts.

- For LOT 2: EUR 750,000 (or equivalent) taking into account the applicant’s commitments to other contracts.

Note: This bid is conducted on lots basis. Bidders may bid for one or more lots as defined in the bidding documents. Bids for each lot should be complete. Partial or incomplete bids will be rejected. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided that the discounts are included in the form of Contractor’s Bid or submitted in writing before the deadline for bid submission. All bids and offers for discounts shall be opened as in accordance with the procedures described in the ITB and evaluated simultaneously so as to determine the lowest evaluated combination of bids (including discounts) for the Employer. The contracts will be awarded to the lowest evaluated qualified bidders for each lot on the basis of the lowest evaluated combined cost for the Employer for the entire package. Bidder should meet all qualification criteria, in cumulative, for the lots for which he is bidding. This “cumulative criterion” will be applied in case bidder is bidding for more than one lot.

Award criteria:

The Contract will be awarded to the technically responsive and compliant bid with the lowest evaluated price.

On request, against a faxed copy of the evidence of the remittance, the Bidding Documents may be sent by courier service if the transport is previously ordered by the Bidder in his country. The Employer bears no responsibility for the delivery in such a case.

A Bid Security for:

— LOT 1 is EUR 50,000 (or equivalent in BAM), and

— LOT 2 is EUR 75,000 (or equivalent in BAM)

fulfilling the conditions indicated in the Bidding Documents must accompany all bids.

All bids must be delivered in closed envelopes bearing the mention “Bid for Construction of Flood Protection Measures in Bijeljina” not later than 12:00 am on 27 November 2017 at the following addresses:
