In compiling the technical report, the Guinn Center conducted an extensive review of existing federal energy data and more than two dozen interviews with energy industry experts around the country, and reviewed research documenting the experiences of other states that restructured their electricity markets. Key findings discussed in the report include rate behavior, renewable energy, consumer impact, and implementation as learned by exploring comparative and historical data from other states’ transitions to a restructured electricity market.

The Guinn Center is a nonprofit, bipartisan policy institute that delivers independent, fact-based, and well-reasoned analysis of critical policy issues facing Nevada and the region.
