This is a Solicitation Notice of the U.S. Government's intent to issue a solicitation for the Construction of one (1) Warehouse at Tulua City to support the Counternarcotics Police Base Facilities at Tulua (Valle), Colombia.

The order of magnitude of this requirement is between $250,000 and $500,000.

The estimated period of performance is: 210 calendar days

This acquisition will be issued under full and open procedures.

The project consists in the construction of one (1) Warehouse at Tulua City, Colombia.

The building have a length of 18.95 m, a width of 12.75 m, and total height of 6.66 m above finished floor; the structural system chosen for this building is a reinforced concrete structure. The lightweight roof system is supported by purlins, which are supported over steel trusses; these trusses are supported over concrete tie beams. The foundation of the buildings consists in concrete footings. These facilities shall also have electrical, hydraulic and sewage utilities and internal installations, as well as doors, locks, sanitary fittings, and finishes as indicated in the attached drawings. The buildings shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10) and RETIE.


NOTE: The contractor shall be responsible for transportation, meals and lodging of the construction team on the work site (away from the project site), or as arranged with the CNP personnel. The contractor shall have a representative at the work site to receive materials, which shall be responsible for unloading materials and transporting it to the actual work site.

PLACE OF PERFORMANCE:

Counternarcotic Police Base Facilities at Tulua (Valle), Colombia. Tulua is located at the Valle del Cauca region and it is approximately a 100 Km from Cali which is the capital of the Valle del Cauca Department, which can be easily accessed through road. The average temperature is approx. 24 °C and the elevation is 973 m. above sea level (3192 ft.).

The solicitation is expected to be posted around May 16, 2019 and it will be available for 30 days - reference 19AQMM19R0214. Award of a Hybrid (Firm-Fixed Price and Cost Reimbursable) contract is within 120 calendar days from the solicitation response date. A pre-proposal conference and/or site visit(s) will be scheduled and included in the solicitation.


Contractors shall express their interest in this solicitation by written correspondence to the attention of Annie Harlow. All correspondence shall be submitted via email to HarlowAL@state.gov and must include the solicitation number 19AQMM19R0214 in the subject line. DO NOT TELEPHONE.


Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform such work in Colombia.
