The objective of the qualification scheme is to facilitate that users of BPA (user managed personal assistance) shall have a real choice in regard to which service provider they want to perform the services they have selected (user choice). At the same time, the scheme shall contribute to ensuring that the users get the help they are required to have access to in accordance with the law on municipal health care services.
Admission to the qualification scheme does not apply to Public Procurement Regulations. However, the award will occur in line with the basic requirements set out in the EEA agreement for non discrimination, objective criteria and a transparent and verifiable process.
Admission to the scheme requires the service providers to fulfil the terms in the the qualification documentation. Service providers who fulfil the terms can and are obliged to offer these services to the municipality's residents.
The scheme works so that all service providers who meet certain conditions after applying, are allowed to offer BPA
in Ålesund kommune.
Evaluation of applications for admission will initially take place in December 2017, taking effect from 1.1.2018. The application deadline with effect from 1.1.2018 is 12.12.2017, 13:00.
Admission to the customer choice scheme will occur throughout the entire lifetime of the scheme and with three admission deadlines per year, 1 May (first in 2018), 01 September (first time in 2018) and 01 January (first time in 2019).
Fixed dates must be considered absolute, which means that an application that arrives 2 May 2018 will be process in regard to the 01 September 2018 application deadline.
