Supply and Installation of Goods and Services for the Rehabilitation of the Wastewater Treatment Plant.

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the EBRD website, Procurement Notices ( on 22.9.2017 (procurement ref.: 8381-GPN-44753).

The Khujand Water Company (Khujandvodokanal) hereinafter referred to as “the Employer”, intends using the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD or the Bank) and of a grant provided by SECO towards the cost of “Khujand Water Supply Improvement Programme (Phase III)”.

The Employer now invites sealed tenders from Contractors for the following contracts to be funded from part of the proceeds of the loan and grant:

Tender Package No 1: Rehabilitation of Wastewater Treatment Plant (WWTP):

— Lot 1: Rehabilitation of WWTP,

— Lot 2: Rehabilitation of Pond System and Auxiliary Structures,

— Lot 3: Rehabilitation of River Outfall.

Time for Completion is 365 days.

Tenders are invited for one or more lots. Each lot must be priced separately. Tenders for more than one lot may offer discounts and such discounts will be considered in the comparison of tenders.

The scope of the Contracts include supply and installation of all required for WWTP rehabilitation electromechanical equipment, including process controls, electrical installations and spare parts, as well as the rehabilitation of civil structures. The Contractor’s will be also responsible for the design, training of Employer’s personnel, testing and documentation. The tenders have to be priced on a lump-sum single responsibility basis.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:

1) The tender shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 3 years (2015 — 2017) not less than:

Lot 1: 3 500 000 USD or equivalent

Lot 2: 850 000 USD or equivalent

Lot 3: 250 000 USD or equivalent

2) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the production cash flow for the contract estimated as not less than the figures listed below equivalent, taking into account the Tenderer's commitments for other contracts.

Lot 1: 750 000 USD

Lot 2: 160 000 USD

Lot 3: 40 000 USD

3) For all Lots the Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 2 (two) contracts within the last 5 (five) years (2013 — 2017), each with a contract value (in USD equivalent) of at least

Lot 1: 1 400 000 USD

Lot 2: 350 000 USD

Lot 3: 90 000 USD

That have been successfully and substantially completed and that are similar to the proposed scope of supply and installation. The similarity shall be based on the physical size (WWTP 65 000 m3/d), complexity (pumps, transformers), methods/technology or other characteristics as described in Vol. III, Requirements.

Tenderers willing to apply for more than one lot shall satisfy the requirement for which the contract value requirement is highest, and provide at least one (1) additional reference for each other lot the tenderer is willing to apply.

4) The tenderer or its agent will be able to carry out the supplier’s obligation on maintenance during the warranty period of the manufacturer or producer and spare parts stocking obligations prescribed in these tender documents. The tenderer has to provide the necessary certificates, licenses or letter of authorization as stated under 10.1.(g) and 10.1(j).

5) Other criteria specified in the tender documents, including to Contractor’s personnel and equipment, etc.

Upon request with an appropriate evidence of payment of the non-refundable fee, the documents will be promptly dispatched by electronically through email as PDF format. No hard copy will be sent.
