7.Contract description

The “European Business and Regulatory Cooperation Programme (EBRC 2)” aims to advance the EU's trade and economic interests, promote the EU global strategy on sustainability and the EU visibility in Taiwan and in the broader East Asian region by:

i) enhancing the EU-Taiwan policy dialogue on climate change, energy security and environmental protection;

ii) promoting a predictable and secure environment for investment and business; and

iii) increasing knowledge about the EU in areas of European excellence. Through the provision of experts, the exchange of knowledge, and logistical support, the programme shall assist to narrow the gap with EU standards and strengthen the dialogue with Taiwanese stakeholders, including government bodies, civil groups, law makers, academia, research institutes and the general public, on issues of mutual concern.

11.Legal basis

Regulation (EU) nº 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and Regulation (EU) nº 234/2014 establishing a Partnership Instrument for cooperation with third countries — See Annex A2 of the Practical Guide.

Please be aware that after the United Kingdom's withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to candidates or tenderers from the United Kingdom depending on the outcome of negotiations. In case such access is not provided by legal provisions in force at the time of contract award, candidates or tenderers from the United Kingdom could be rejected from the procurement procedure.

There must be a minimum period of 30 calendar days between the publication of this Prior Information Notice and the publication of the corresponding Contract Notice.
