II.3)Description of the field or fields covered by the call for expressions of interest

Through the establishment of a list of external experts, EFCA aims to cover the needs for expertise that may arise in the framework of uniform application of the common fisheries policy. The CEI concerns the specific fields as listed below:

Field 1: Fisheries scientist

(a) required area of expertise: fisheries science, stock assessment, population dynamics models, species compositions and distribution, studies of exploited fish stocks and their interactions;

(b) specific field requirements: practical experience for at least 5 years in fisheries science and population dynamics. Proven experience with report writing, and providing guidance to public authorities on the development of methodological standards.

Field 2: Statistician/Fisheries modeller

(a) required area of expertise: fish population analysis, catch statistics, fish stock models;

(b) specific field requirements: practical experience of application of statistical methodologies to different fields of fisheries. Proven experience with report writing.

Field 3: Fisheries economist

(a) required area of expertise: socio-economic studies, profitability, market and related analyses;

(b) specific field requirement: practical experience of application of economic analysis to different fields, proven experience with report writing.

Field 4: Fisheries MCS specialist

(a) required area of expertise: experience in fisheries monitoring, control and surveillance – both of the classical kinds and the use of innovative methods;

(b) specific field requirements: practical fisheries control and inspection experience for at least 5 years. Experience as Fisheries Monitoring Centre (FMC) operator.

Field 5: Fisheries law and policy specialist

(a) required area of expertise: legislation/enforcement; policy development; CFP; best practices; Member State and Third Country domestic legal systems;

(b) special field requirements: at least bachelor level of law degree and practical experience for at least 5 years with law enforcement; knowledge of fisheries MCS basic concepts.

Field 6: Fisheries GIS specialist

(a) required area of expertise: geographic Information Systems, expertise with new data sources, software and organizational tools;

(b) specific field requirements: practical experience of application of GIS, some knowledge in applications to fisheries.

Field 7: Fisheries REM specialist

(a) required area of expertise: experience in REM applied to fisheries, experience in fisheries trials, CCTV and sensor expertise;

(b) specific field requirements: practical experience in participating and/or running REM Programmes in fisheries for at least 5 years.

Field 8: Fisheries and fisheries control information systems specialist;

(a) required area of expertise: business analysis and documentation related to the implementation of data exchange standards and software specification;

(b) specific field requirements: practical experience of analysis and software specification to different fields, proven experience with report writing.

II.7)Additional Information

The list resulting from this notice will be used exclusively for assignment at a daily fee of 450 EUR and a maximum of 300 working days per expert for the duration of this CEI. In addition, travel and subsistence allowances will be reimbursed according to the standard rules applicable to the EFCA.

The experts chosen within the framework of this call for expression of interest shall provide technical assistance in relation to fisheries data analyses, risk assessment and compliance evaluation. The experts are therefore required to have relevant experience, recognised expertise and specialised technical knowledge in one or more of the fields listed in II.3.

An indicative list of expected tasks under each filed covered by this CEI is provided below:

Field 1 expected tasks:

— assistance with estimation of catches components (e.g., discards of marine organism below minimum conservation reference size (MCRS),

— assistance with the establishment of reference catch profile and estimation of wrongly recorded catches based on those references,

— assistance in mapping reference catch component composition,

— support the analysis of available scientific or inspection data.

Field 2 expected tasks:

— application of adequate statistical methods different types of fisheries data sets.

Field 3 expected tasks:

— preparing socio-economic studies applied to fisheries.

Field 4 expected tasks:

— assistance with the analysis of MCS data, reports on related areas.

Field 5 expected tasks:

— assistance with legal analysis of fisheries related issues and policy reports.

Field 6 expected tasks:

— GIS applications in fisheries.

Field 7 expected tasks:

— assistance in developing minimum technical requirements and guidelines for implementation of REM in fisheries.

Field 8 expected tasks:

— data analysis and software specifications.

Section III: Legal, economic, financial and technical informationIII.1)Legal form to be taken by the grouping of suppliers, contractors or service providers to whom a contract might be awarded

Natural persons are invited to submit an expression of interest in accordance with the rules set out in this notice. EFCA will draw up a list of experts who meet the selection criteria set out at IV.3).

Incoming applications received in response to this CEI will be evaluated by EFCA; the applicants who satisfy the exclusion criteria and the required selection criteria will be pre-selected and put on a shortlist, according to the required fields. Inclusion on the list entails no obligation on the part of EFCA concerning the conclusion of contracts.

Where a particular task relating to a field described in II.3) is to be performed by an external expert, EFCA will assign expert(s) to the task on the basis of the skills, experience and knowledge necessary and in accordance with the principles of non-discrimination, equal treatment and absence of conflict of interests.

IV.2)Grounds for exclusion

Applicants shall be excluded from participating in a contract if:

(a) they are bankrupt, being wound up or have suspended business activities, their affairs are being administered by the court, they have entered into an arrangement with creditors or similar measures or are the subject of any proceedings of that nature, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations;

(b) they have been convicted of an offence concerning their professional conduct by a judgment which is not open to appeal;

(c) they have been guilty of grave professional misconduct;

(d) they have not fulfilled obligations relating to the payment of social security contributions or taxes;

(e) they are guilty of serious misrepresentation in supplying the information required by the authorizing department;

(f) other: Before signing a contract, experts shall provide a declaration on their honour stating that they are not in one of the situations of exclusion listed above. In case of doubt, they may be requested to provide supporting evidence of non-exclusion.

IV.3)Selection criteria

Criteria relating to technical and professional capacity:

The applicant shall have:

a) university degree of at least bachelor level or equivalent and, as of the date of application, at least 5 years of professional experience relevant to the field(s), or at least minimum 10 years of professional experience, relevant to the field(s) for which s/he is applying;

b) educational and professional qualifications relevant to the field(s) for which s/he is applying (CV shall be provided);

c) proven proficiency level (at least C1) in English as established at http://europass.cedefop.europa.eu/en/ resources/european-language-levels-cefr;

The expert selected shall write his contributions and reports in English;

d) ability to use current software applications and sufficient experience in the use of personal computers to access internet, download documents, enter, save and submit on-line documentation relating to reports, project documents, etc.

e) in addition to the above, see specific field requirements as laid down in II.3.
