This notice concerns the procurement of Supported Accommodation to Children Looked After (CLA), Care Leavers and vulnerable young people including those who are homeless, primarily aged 16 to 21, in accordance with the Lancashire Joint Protocol 2017-2020. The key objectives are to ensure that young people have a safe place to live and have access to the appropriate support to acquire the necessary skills to move on successfully to more independent living and to develop the responsibilities associated with adulthood.

The Authority intends to procure services through utilising a Pseudo Dynamic Purchasing System (under the light touch regime), which involves 6 Categories (Lots), some of which have sub-categories and tenderers can bid for all or any individual service. Support provision in relation to:

(a) core service: accommodation-based support services offering a group living environment and communal areas; and

(b) emergency support service: as per the core service (a), with the additional requirement that established processes must be in place to accept emergency, same day, admissions; and

(c) visiting support service: services will include community-based (dispersed) accommodation and/or “cluster” properties managed as part of a larger accommodation-based core service.

The purpose of this event is to consult on the service specification(s) and proposed delivery model for group living accommodation. It is intended that draft specification(s) will be published on the Council's website (accessible via the link above) on/around 28.1.2019 to allow stakeholders to consider questions in advance of the session.

Please note that this is not a tender exercise and participation (or non-participation) in dialogue will confer no advantage or disadvantage should commissioners commence the formal procurement process.

Estimated Dynamic Purchasing System (DPS) value — circa 39 000 000 GBP (based on 4 years — although the DPS could be extended up to 10 years therefore a potential value of up to circa 98 000 000 GBP).

Estimated contract duration — potential 4-year initial period, although the DPS could be extended up to a potential 10 years.

Event date — 6.2.2019.

Venue — The Savoy Suite 2, The Exchange, County Hall, Lancashire County Council, Fishergate, PR1 8JX Preston.

Time — registration from 09:00 am; start at 09:30 am, finish 11:30 am.
