Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:The 12 month modification will enable the Council to be able to put out a corporate contract/strategy that will meet the needs of all the services who use it.The release of the Governments Resource & Waste Strategy which legislation is laid down under the Environment Act includes a proposal to standardise the range of materials which are collected from domestic and commercial properties/businesses throughout the UK. The range of materials to be included within this standardised list has been proposed but its implementation date together with the determination of how these materials are collected is subject to a consultation process.
