The Municipal Enterprise “Mykolayivvodokanal”, Mykolayiv, UKRAINE (hereinafter referred to as ‘the Borrower’) has received a loan from the European Investment Bank – EIB (hereinafter referred to as ‘the Bank’) and a grant from the Eastern Europe Energy Efficiency and Environment Partnership (hereinafter called ‘E5P’) – towards the cost of the project ‘Development of the Water Supply and Wastewater Systems in the City of Mykolayiv’.

This international invitation for tenders relates to the contract for ‘Rehabilitation and Efficiency Improvement of First and Second Stage Pumping Stations Mykolayivvodokanal; ICB No MkUIP-Ph1-DW1.1.’

The tender documents are prepared according to the world bank standard bidding documents and contract conditions for ‘Procurement of Plant, Design, Supply and Installation’. The procurement procedure will follow the requirements of the latest ruling EIB Guide to Procurement.

The facilities are split into the following 2 lots and bidders are free to submit bids for one single lot of for both lots:

Lot 1: 1st Stage PS;

Lot 2: 2nd Stage PSs.

Lot 1 will include:

Supply and installation of 4 medium voltage (6KV) variable frequency drives (VFD system based on IGCT or IGBT switching devices) for the existing 1.6 and 2 MW synchronous motors for existing pumps in the ‘First Stage Water Pumping Station’ located at the Raw-Water Intake for Mykolayiv, in the village of Mykil’ske, Bilozerskyi District, Kherson Region. The bidder has to provide also related services such as design, attaining of local permits on behalf of the Borrower, testing, supply of spare parts, training, and after sales services.

Lot 2: will include:

Supply and installation of new state of the art high efficiency pumping equipment driven via VFD units for 2 pumping stations in the WTP. Installation of automation systems to allow remote automatic operation and monitoring of pump operation. Rehabilitation of the building's structure, façade, insulation, heating and ventilation systems, power supply and electrical installation, water supply and sanitation systems. The bidder has to provide also related services such as design, attaining of local permits on behalf of the borrower, testing, supply of spare parts and training.

This contract is expected to be implemented from December 2019 to April 2021.

The criteria to be used in the tender evaluation are, in decreasing order of importance:

1) Completeness and fulfilling of all formal and administrative requirements of the bidding document;

2) Eligibility and qualification of bidders:

(a) bidders general eligibility:

(i) no conflict of interest;

(ii) bidders must submit a signed covenant of integrity;

(iii) legally and financial autonomous, operated under commercial law and not dependent agency of borrower in case of government-owned enterprise.

(b) holding the manufacturers authorisation to supply offered goods;

(c) general soundness of bidders financial position defined by a Net Worth > 0 and a liquidity > 1:1;

(d) average annual turnover during last 3 years of 3 000 000 EUR (bidders for Lot 1), 4 000 000 EUR (bidders for Lot 2) or 7 000 000 EUR (bidders for both lots);

(e) proven experience in supply and installation of minimum 2 medium voltage (6kV) VFD systems for pump drives of nominal capacity of min. 1.5 MW during the last 5 years (bidders for Lot 1);

(f) min. 5 years of experience in manufacturing of VFD systems (Bidders for Lot 1);

(g) proven experience in the rehabilitation of minimum 2 pumping stations with a total minimum capacity of 2 000 m3/h including civil works and electro mechanical works (bidders for Lot 2);

(h) proven experience in minimum one contract for supply and installation of pumps, motors and VFDs for drinking PS for a capacity of minimum 1 500 m3/h each and a motor capacity of 300 KW including automation and SCADA system (bidders for Lot 2);

(i) capability to provide after sales service in Ukraine (bidders for Lot 1);

3) compliance of supplied goods to the specifications and employer's requirements;

4) compliance of the supplied VFD system with minimum performance and efficiency requirements. (Bidders for Lot 1).

Compliance of the pump system with minimum performance and total energy efficiency requirements. (Bidders for Lot 2).

5) Compliance of method statement to the requirements;

6) The adjusted bid price.

Price adjustment will be done by considering (bidders for Lot 1):

(a) the efficiency of the offered VFD system in excess of the specified minimum value;

(b) the warranty period offered in excess of the specified minimum period of 18 months.

Price adjustment will be done by considering (Bidders for Lot 2):

(a) the total energy efficiency of both pump systems in excess of the specified minimum value;

(b) the warranty period offered in excess of the specified minimum period of 18 months.

The bid with the lowest adjusted bid price, fulfilling all above criteria (evaluated by fail/pass) will be awarded the contract.

A complete set of bidding documents in electronic version will be made available to download upon submission of an application to the above address. The documents are free of charge. Interested bidders must confirm successful download of the electronic bidding documents by letter, fax or e-mail. Only confirmed electronic versions are considered as tender docs issued by the borrower.

A bid security of 30 000 EUR (for Lot 1), 40 000 EUR (for Lot 2) or 70 000 EUR (for Lots 1 and 2) fulfilling the conditions indicated in the bidding documents must accompany all bids.

Bidders have to participate in a compulsory site visit and have to submit a ‘Functional Guarantee’ according to which the offered efficiency of supplied goods will be evaluated, verified (by tests) and in case of none compliance will be subject to liquidated damages.

All bids must be delivered in closed sealed envelopes bearing the mention ‘Procurement of Plant Design, Supply, and Installation for Rehabilitation and Efficiency Improvement of First and Second Stage Pumping Stations Mykolayivvodokanal; ICB No MkUIP-Ph1-DW1.1.’;
