The ambitious objective recently set by Morocco to source 52 % of its installed capacity from renewable energy by 2030, positions the kingdom as a front-runner in the fight against climate change. To meet this ambitious target, an integrated, homogenous and centralized implementation of all renewable energy projects, either using solar, wind or hydro power, was assigned to Masen, to work in close collaboration with ONEE.

Noor multi-site and multi-technology solar power plants are expected to produce a minimum capacity of 2,000 MW by 2020. In parallel with the projects developed in Ouarzazate, Laayoune and Boujdour, Masen is launching the request for qualification process (‘RfQ’) to develop the second project of the NOOR Midelt solar complex (‘Noor Midelt II Project’).

The project consists in a PV (photovoltaic) and/or CSP (concentrated solar power) power plant with a minimum of 5 hours peak production storage. The expected net capacity during peak hours (after sunset) shall be between 150 MW and 190 MW. The maximum net capacity measured at the delivery point during the day (which refers to off-peak hours) may exceed the net capacity measured at the delivery point after sunset (which refers to peak hours) by 20 %. Net capacity shall be measured at delivery point.

This project is open to all PV and BESS (Battery Energy Storage System) technologies complying with Masen’s requirements in terms of, track record, performance guarantee and equipment durability to match the PPA duration, as these will be detailed at Request for Proposals (‘RfP’) stage. During the peak hours, the electricity could be produced either from:

(i) the BESS;

(ii) the steam turbine through a TES (Thermal Energy Storage) system; or

(iii) both.

The Noor Midelt II Project will be developed under an IPP (Independent Power Production) scheme, through an international tender process, conducted in several stages, for the design, financing, construction, operation and maintenance of the related plants.
