Isavia is about to embark on a 1 000 000 000-2 000 000 000 EUR capital works programme to significantly extend current terminal facilities at Keflavik International Airport (‘KEF’). This notice is published pursuant to a previous Periodic Indicative Notice ('PIN') (published on 28.5.2019 and referred to below) and represents the next stage in Isavia's efforts to actively engage in pre-market activities relating to its requirement for integrated design services in respect of its ‘Major Development Plan’ (‘MDP’) at KEF as more fully described in Sections II.2.4)and VI.3) below. MDP is a significant part of Isavia's ambition for KEF to grow to 25 000 000 passengers per year by 2040, as part of the wider KEF Masterplan 2015-2040. Critical to the successful delivery of the MDP will be the appointment of a fully integrated design team (‘IDT’) with experience of designing similar facilities at international, expanding airports.

Extended Description

The primary purpose of this PIN is to notify interested parties that Isavia has made available a short questionnaire which tests certain key assumptions relating to the procurement strategy for an IDT. Isavia is very keen to hear the views of potentially interested parties on these assumptions, and accordingly invites responses to the questionnaire as set out in Section VI.3).

The IDT will be appointed primarily to advise Isavia on the development of the following facilities at KEF:

(i) a new East Pier, with around 15-17 airbridge-served aircraft gates which will likely be required to be delivered in 2 or more phases;

(ii) a new North Terminal, providing additional processing, baggage handling and concessionary facilities; and

(iii) other design services relating to any associated works as may be required at the discretion of Isavia.

The IDT is likely to be comprised broadly of the following disciplines:

(i) architectural services;

(ii) civil and structural engineering services;

(iii) quantity surveying services;

(iv) building services engineering;

(v) mechanical engineering services;

(vi) electrical engineering services; and

(vii) urban planning and landscaping design services.

Isavia is conscious that some organisations that may have an interest in the IDT opportunity may also currently be appointed to Isavia's design consultancy framework, which provides design services to Isavia generally and is also currently being used to deliver the widening of the corridor between the existing north and south terminals. For the avoidance of doubt, there will be no barriers to those providers already appointed by Isavia to the design framework from participating in this pre-market engagement exercise or any subsequent IDT procurement. That said, organisations that have reviewed the documentation currently being utilised to appointa Programme management team (‘PMT’) will be aware that a key aspect of the role of the PMT will be to support the appointment and management of the IDT and therefore the successful IDT organisation will have to be independent of the PMT as well as any construction manager and/or construction team (and all other teams directly or indirectly involved in realising the development of the new East Pier and new North Terminal) subsequently appointed. As such, interested parties should note that the successful IDT would not be eligible to be appointed to any of these roles, without the prior written consent from Isavia. This includes acting as a supplier, subcontractor or advisor to any other entity appointed to undertake the works/services referred to above.
