The Department of medical genetics at Oslo university hospital, hereafter referred to as the client, plans to procure software for use in diagnostic analysis of array comparative genomic hybridisation data.

Extended TitleDNA Analysis Tools for Oslo Universitetssykehus HF [Oslo University Hospital] — Prior Information Notice
Extended Description

The software must have a well organised interface in order to quickly and accurately be able to visualise and analyse its diagnostic array comparative Genomic Hybridisation (aCGH) samples Agilent Technolgies Inc. architecture platform. The software must be able to handle sample individually and numerously simultaneously, in an efficient and productive manner with well integrated automatic processes for quick, precise and reliable interpretation and copy number variation in relation to reporting guidelines, for e.g. ACMG. All processes and workflows must be well established and documented in order to provide an accurate diagnostic result.

The software must equipped with an automatic classification algorithm that the client can adjust to suit internal reporting and classification guidelines. Publicly accessible genome databases must be part of the solution, including ‘Genome Reference Consortium’ human genome (for example GRCh37/38) or the UCSC version (for example hg18, hg19, hg38). External databases, such as ClinVar, ClinGen, Decipher, OMIM, Segmental Duplications (UCSC), DGV, must be part of the solution, integrated and visualied in an intuitive and well-organised manner in order to help the client interpreter to analyse and classify variants that are present in diagnostic samples. Furthermore, the software must support the coupling of HPO phenotype to each detected variant and perform filtration and automatic variant classification based on phenotype criteria. Identification of mosaics, as well as definition of the cell fractions must be part of the software. All of the data must be stored in a local databased with defined user access permissions. The software must deliver a workflow where samples can be analysed by multiple client interpreters in a series in order to allow a thorough and validated analysis, including re-examination before the analysis is completed. Statistics data from the database, such as for example, the number of samples that belong to a defined type of discovery (for example benign, pathogenetic) must be easily obtained.

The software must be GDPR compatible, installed locally in the hospital infrastructure without the necessity of access to the internet in order to be fully utilised. The client will not accept cloud-based solutions. In addition, the software must be able to be used 24/7 with documented low downtime.

The service provider must provide technical support and a quick response time, including site visits and documented regular software updates. The client wants a software provider with extensive diagnostics experience in aCGH data analysis and with an overview of updates, new functions and support. The software provider must have extensive experience with installation and configuration in a large ICT infrastructure, preferably previous experience within healthcare.

We request feedback from potential tenderers by 28.8.2019, 12.00, with an account of:

A brief statement about the company:

— geographic presence — agents/representation; Norway, North Europe,

— references from equivalent deliveries,

— brief information about/a description of the support organisation,

— different support models/SLA/response times/correction times — are only standardised contracts offered, or is there room for individual adaptations?
