New text:

The qualifying criteria to be admitted into the DPS has been changed to be more opened to the market and allow for wider competition.

Changes are listed below:

1) Suppliers are required to submit two references of similar services, although the preference will still be to have experience in the public sector, private sector references will also be accepted;

2) Vehicles were required to comply with VOSA requirements, this has been change to comply with DVAL requirements, that is, confirmation that your business comply with all regulatory and guidance set out by DVSA, including but not limited vehicles are regularly serviced and have up to date MOTS and are fit for purpose and you have PSV (Public Service Vehicle) operator licences;

3) MIDAS training will only be required of those suppliers offering mini-buses and coaches. If suppliers have not undertaken that training, they will be allowed to undertake the training within 9 months of being admitted into the DPS;

4) PAT training will be required from all suppliers. If suppliers have not undertaken that training, they will be allowed to undertake the training within 9 months of being admitted into the DPS;

5) Insurances for public liability and employer liability have been lower from GBP 10 million to GBP 5 million;

6) The service will at times demand vehicles with wheelchair access. Suppliers that do not have accessible vehicles will be still admitted into the DPS but not be able to bid when that is requirement in any of the routes. So at the point of application into the DPS this question will be for information only.

Special-purpose road passenger-transport services

The main purpose of the transport services provided through this Dynamic Purchasing System (DPS) is the transport of vulnerable children and adults to schools or day centres as appropriate and home again at the end of their day.

Other ad-hoc passenger transport requirements may also be met via this DPS.

Extended Description

Providers will be able to bid for any route and any number of routes as long as they are able to meet all requirements to access the DPS as part of the on boarding process. It is expected that the DPS will advertise routes that will require one of the following vehicles to complete the work:

Private hire taxi, accessible vehicle, multiple passenger vehicle, minibus

The majority of the transport opportunities sourced through the DPS will be required mainly for the following reasons:

1) For special educational needs and disability (SEND) children/young persons, transport will be required to and from home to school/college;

2) For adult’s, transport will be required in order for them to access community support service, respite centres and other provision;

3) Other transport requirements for children’s services and adult social care.

There is a requirement for passenger assistants to assist on the SEND transport routes dependant on the needs of the service user. Passenger assistant will be supplied by the successful provider. There will also be some requirements where users of the service have either been placed or attend services outside of the borough, these requirements will also be sourced through the DPS.

The service may also include ad-hoc taxi services as required by the Council.
