The purpose of this technical assistance is to support the update and analysis of the project in preparation for implementation, potentially in readiness for private sector investment. It is proposed to further update the feasibility study for the Amman Development Corridor Project Phase 2, to confirm the reference design, to undertake an analysis of tolling strategy options and to update the environmental and social impact assessment (ESIA), including a land acquisition and resettlement plan (LARP). Furthermore, it is the purpose of the assignment to ensure that safety and climate resilience is fully integrated in the reference design.

Extended Description

The objective of the service contract is to advance the planning and optimisation of the Amman Development Corridor Project Phase 2 to a stage where detailed design and/or procurement of the project (potentially as a PPP/concession) can be undertaken by the Ministry of Public Works and Housing (MPWH) of Jordan. Whilst a PPP/concession modality is being considered for the financing, construction and operation of the highway, land acquisition and resettlement activities will be entirely government-led. The environmental and social assessments to be developed under this scope of work will clearly delineate responsibilities between the public sector Promoter, concessionaire (or private company) and other governmental responsible entities.
