6.Description of the contractThe contract will include following works:
Lot 1: The works will be implemented under FIDIC Conditions of Contract for Plant and Design — Build (Yellow Book):
— construction of wastewater treatment plant: construction of a new wastewater treatment plant (WWTP) for Doğubayazıt within the border of allocated WWTP area and construction of treated wastewater discharge line to to Sarısu River;
— Doğubayazıt wastewater treatment plant shall be an activated sludge plant for carbon removal. Sludge stabilisation shall be accomplished within the activated sludge tanks as part of the extended aeration process. The first stage of the treatment plant is planned to serve to 74 000 p.e. in 2035 with the second stage serving to 93 483 p.e. in 2050. This contract includes the design for the year 2050 and construction of the first stage.
Lot 2: The works will be implemented under FIDIC Conditions of Contract Construction for Building and Engineering Works Designed by the Employer (Red Book):
— construction of 41.43 km of sewer mains,
— construction of 9.86 km of stomwater pipelines,
— construction of 40 m of special crossing of culvert, river, highway, etc. by pipejacking and/or horizontal drilling,
— supply, installation and construction of 32 760 m wastewater house connection pipes and 4 680 parcel manholes,
— construction of 839 manholes for sewerage pipelines,
— construction of 228 manholes for storm water pipelines,
— supply, installation and construction of 9 576 m grating connection pipes and 684 street inlet structures and gratings,
— preparation of wastewater collection system network as-built plans for constructed sewer mains.

10.Legal basis(1)Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11 March 2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and Council Regulation (EC) No 231/2014 of 15 March 2014 establishing an Instrument for Pre-accession Assistance (IPA II) (OJ L 77/11, 15 March 2014, P. 11).
