The purpose of the DPS scheme is to implement a new general valuation in order to update the property tax appraisals in Fredrikstad. The last revaluation was done in 2005. The evaluation will be divided into different competitions under this scheme.

On 5 December 2019, the City Council decided that a new full revaluation round would take place. The City Council has also determined that a local valuation method will be used, no the Norwegian Tax Administration's housing values.

Pursuant to § 8 A-2 of the Property Tax Act, the tariff must be equivalent to the turnover value of a free sale in an open market. In order to have a thorough but also effective execution of the valuation, the appraisal must be based on factual data from the Land Register and average prices for various building and property categories, as well as site zones, corrected by estimation factors for standard, quality and location.

The valuation criteria is in the municipality's adopted guidelines and in the data processing tool Komtek inspection app, that will be used to enter data and pictures for each individual property. Visitors/appraisers must have in-depth knowledge of local conditions and variations that affect turnover levels in the different areas of the Municipality.

Another purpose is to increase the quality of the information in the Land Register. Therefore, the inspectors/appraisers must check that the information and measurements in the Land Register are correct and in case of deviations, accurate measurements and information must be entered into the app. This is reported to our Land Register operators at the Municipal Geomatics Department.

New providers can continually qualify for participation in the system.

Only qualified providers will have access to the published competitions.

In this stage of the process, interested providers can apply to be qualified and included in the dynamic purchasing system.
