The overall purpose of this call for tenders is the end-to-end implementation and operation of the European Ground Motion Service (EGMS). The EEA has been entrusted to implement the EGMS, as part of the Copernicus Land Monitoring Service’s (CLMS) product portfolio. EGMS will provide ground motion time-series information with full spatial and temporal resolution based on interferometric analysis of Sentinel-1 radar data. The EGMS shall provide consistent, regular and reliable information regarding natural and anthropogenic ground motion phenomena all over Europe. The main objective is to measure ground and infrastructure displacements, including, for example, landslides and subsidence. The EGMS will also provide tools for visualisation, interactive data exploration and user uptake elements for further ground investigations. Furthermore, it will serve as a European baseline service on top of which national, regional or local add-on services can be built.

Extended TitleEnd-to-end Implementation and Operation of the European Ground Motion Service (EGMS)
Extended Description

The EGMS shall provide ground motion time-series information with full spatial and temporal resolution based on interferometric analysis of Sentinel-1 radar data over land areas of the EEA member and cooperating countries. Ground motion products provided by the Copernicus Land Monitoring Service shall be updated every 12 months.

The service will be consistent, standardised, interoperable, and harmonised across national borders supporting European and national level policies. Targeted application areas are mainly within natural risk mapping and asset management. The EGMS will enable uptake and downstream action for the benefit of end user communities including geological surveys, road, railway and mining administrations, regulators and planners, public authorities at European, national, regional and municipality level, citizens of EEA39, industry and academia.

Further detailed information, including description of the main tasks to be performed under the contract, is provided in section I.3) of the tender specifications and in Annexes 8 and 9 thereof.
