The Regulation (EU) 858/2018 on market surveillance for road vehicles sets the obligation for the European Commission to perform regulatory tests and checks on road vehicles to assess the compliance to the relevant type approval regulations. DG-GROW, responsible for the file, and the JRC have agreed that the Sustainable Transport Unit (C.4) of the Directorate for Energy, Transport and Climate (Dir C-C.4) of the JRC will be in charge of the vehicle testing activities for both emissions and safety related aspects envisaged by the Regulation. Execution of Regulatory Checks and Tests, Experimental Checks and Tests and Related Services on Road Vehicles for Market Surveillance
This call for tenders aims to appoint a contractor for the physical execution of the regulatory tests. This is needed because JRC-C.4 doesn't have the in-house capacity and equipment to perform most of the regulatory tests. Moreover, a backup is needed for those tests that can be performed in-house (e.g. emission tests) to be able to meet the legal obligations even in spite of unforeseen hindrances.
Execution of regulatory and experimental checks on active and passive safety, fire safety, equipment, lighting, tires, geometry and other aspects; technical support; provision of access to infrastructure and testing vehicles.
