The subject of this call for tenders is the establishment of a framework contract (FwC) for the provision of maintenance and potential extension of the human resources management system under Oracle PeopleSoft Platform. HRMS serves the human resources processes of ECHA.
The scope of the call for tenders covers the maintenance, support and development for the ECHA Human Resources Management System (HRMS), which is built on Oracle PeopleSoft platform. It includes:
• managed services for the maintenance and support of the existing HRMS;
• project services for the further development of the existing HRMS;
• ‘Transition in’ service to take over the work in scope from incumbent contractor and from ECHA;
• ‘Transition out’ service to handover the work in scope to the contractor of the subsequent FwC to replace FwC741;
• Governance and ad-hoc services.

ECHA has implemented a customised HR management system based on PeopleSoft HCM. A new framework contract should be established by the end of 2021 in order to ensure continuation of the maintenance of the system.
