The aim of this multiple framework contracts with reopening of competition is to assist the Commission in implementing the Better Regulation Rules by carrying out supporting studies in the field of employment, social affairs, labour mobility and skills with the purpose of supporting:
1) impact assessment for the design and preparation of policies, programmes and related legislation;
2) evaluation to assess their effectiveness, efficiency, relevance, coherence and the EU added value; and
3) monitoring their implementation.
‘Better regulation’ is a way of working to ensure that EU policies and laws are prepared in an open, transparent manner, informed by the best available evidence and backed by the comprehensive involvement of stakeholders to achieve the objectives at minimum cost. All performed services shall comply with methods and tools as set out in the Better Regulation Guidelines and its Toolbox.
