The works are to be contracted in four separate lots namely:

Lot 1 from the turn-off to the Kamuzu International Airport immediately north of Lilongwe to Kasungu (102 km);

Lot 2 from Kasungu to Jenda (85.5 km);

Lot 3 from Jenda to the Mzimba turn-off (46.74 km); and

Lot 4 from Kacheche to Chiweta (66.5 km).

The works in general involve the widening of the carriageway into 2-3.4 m wide traffic lanes plus shoulders and the reconstruction of the pavement to create a stabilised subbase from the milling of the existing base and surfacing, a crushed stone base course and hot mix asphalt surfacing.

Extended Description

The scope of works includes pavement reconstruction and widening with 50 mm AC on crushed stone base overlay to reconstituted stabilised subbase from existing surface and base course; widening of 5 bridges and 2 large box culverts plus raising of 2 of the bridges.

Cross section of the road to be 10.8 m comprising 2 x 3.4 m lanes with 2 m shoulders. The works are implemented by the Roads Authority and financed by the European Investment Bank (EIB), the European Union (EU) and the Government of Malawi GOM)

Eligibility Requirements:

1) Historical financial performance and financial resources

(i) submission of audited balance sheets or if not required by the law of the applicant’s country, other financial statements acceptable to the employer, for the last 5 years (2015 to 2019 inclusive) to demonstrate:

(a) the current soundness of the applicant’s financial position and its prospective long- term profitability; and

(b) capacity to have access to a liquidity amount of EUR 10 million (ten million Euro).

For JVCA each member must comply with (i); and (i) (a) and all parties combined must meet the requirement of (i) (b)

2) Average annual construction turnover

Minimum average annual construction turnover calculated as total certified payments received for contracts in progress or completed, within the last 5 (five) years, EUR 72 million (Seventy Two million Euro).

For JVCA: all members combined must meet the requirement; each member must meet 30 % of the requirement and one member must meet at least 70 % of the requirement.

3) General construction experience

Experience under construction contracts in the role of contractor, subcontractor, or management contractor for at least the last 5 years prior to the submission deadline, and with activity in at least nine (9) months in each year.

For JVCA Each member must meet the requirement

4) Specific construction experience

Participation as contractor, subcontractor or management contractor in at least 3 contracts in the last 10 years (with 1 in the last 3 years) each with a value of at least EUR 75 million, that have been successfully and substantially completed and that are similar to the proposed works.

For JVCA all members combined must meet the requirement, and all members must meet at least 40 % of the requirement, (with one partner achieving 60 %).

For an example to count here, the participation must be at more than 60 % of the overall works value of any example used.

5) Specific construction experience in key activities

For the above 3 contracts executed over the last 10 years a minimum (total/combined) construction experience in the following key activities with quantities greater than shown:

Subbase from milled existing base and surface > 150 000 m3

Stabilisation: >150 000 m3

Crushed stone base course > 150 000 m3

Earthworks/cut and borrow to fill > 350 000 m3

— asphaltic concrete surfacing> 100 000 tonnes.

6) Specific experience in managing E and S aspects.

For the contracts in 4.2 (a) above and/or any other contracts (substantially completed and under implementation) as prime contractor, joint venture member, or Subcontractor within the last 5 years, demonstrate successful experience in managing E and S risks and impacts in the following aspects:

• implementation of environmental and social management systems;

• implementation of social action plans, promoting non-discrimination, preventing abuse and exploitation of vulnerable persons;

• management of personnel in accordance to national and international labour standards;

• management of site environmental pollution;

• reinstatement of site, borrow pits and quarries.

Personnel requirements

Bidders are required to provide details of the certain Site personnel together with declarations from these proposed staff stating their availability to participate in the works. In the Bidding Documents there is a list which gives full details of the required years of experience (in general and on similar works) and language ability where required.
