The objective of this call for tender is to acquire support in
(a) scientific data management;
(b) scientific data management best practices consultancy;
(c) scientific data analysis;
(d) scientific data quality;
(e) trainings, including on the job training activities and workshops; these activities could be provided both on premises (at EFSA or in other EU countries) and online.
The activities will be requested in terms of support, as well as development of products and services. Given the extent of activities the full feature support will include: continuous improvement, maintenance and change management processes.
The services (a to d) can be provided in terms of full feature services and can be deployed and run in EFSA premises, third party premises in the cloud environment.
The training activities (e) include workshops, training courses, participation to meetings can be held both on premises (at EFSA or in other EU countries) and online.

Type of contract: framework (FWC)
Type of FWC: single FWC
Place of performance: mainly contractor’s premises
Price Indexation: the mechanism for the indexation of prices is set out in the draft framework contract.
Duration of FWC: 1 year + automatic renewal up to 3 times for an overall maximum duration of four consecutive years.
Budget information: the financial ceiling available for specific contracts/order forms under the framework contract during an overall maximum period of 4 consecutive years is EUR 2 700 000. A contingency of 10 % and possible price indexations are already included in this ceiling.
Possible increase of FWC envelope: in accordance with Annex I, Section 2, article 11.1 e) of the Financial Regulation, EFSA reserves the right to launch a future negotiated procedure with the contractor chosen as a result of this call for tender, for new services consisting in the repetition of similar services during the 3 years following the signature of the original framework contract. The increase will not go beyond 50 % of the original envelope of EUR 2 700 000.
Framework contract implementation modalities: The framework contract will be implemented using specific contracts/ order forms.
