The Government of Seychelles has received funding from the European Investment Bank (EIB), the Agence Française de Développement (AFD), the European Development Fund and the African Water Facility towards the cost of the Seychelles Water & Sanitation Project. The Project is implemented by Public Utilities Corporation (PUC) of Seychelles as Promoter, Procuring Entity and Contracting Authority.

The contract includes refurbishment and upgrading of existing Providence WWTP (average flow of 7,000 m3/d) which involves: inlet works with mechanical screening; new septage acceptance station; new aeration system with new air blower building; biological reactors; chemical dosing; clarifier tanks; ultraviolet (UV) disinfection; two sludge pump stations; mechanical dewatering; internal flow pump stations; and all associated site works. The contract also includes construction of new PS Roche Caiman No. 3 (total 6 pumps each 182 m3/h) and new PS Le Rocher (total 6 pumps each 190 m3/h).

Extended Description

The procurement concerns “Upgrading of Greater Victoria Wastewater System” of Ref. No. GV/W01. The contract is procured using Open International Procedures in accordance with the “Guide to Procurement for projects financed by EIB” (Sept 2018 version) using “one envelope” system.

All individual firms & consortiums are invited to participate in the tender. Bidders may be an individual company or a consortium of individual companies, where all members of a consortium shall be jointly & severally liable to the Contracting Authority in the event that the consortium is awarded the Contract. The Procuring Entity will arrange a pre-bid meeting in the Procuring Entity’s country. Attendance at the pre-bid meeting is mandatory. Except for the Specification & the Drawings: Bidding Documents can be obtained "free of charge" (FOC) before the pre-bid meeting from the Procuring Entity by using the contact information in the procurement notice. The Specification & the Drawings of the Bidding Documents will be provided FOC to Bidders attending the pre-bid meeting.

Bids shall comprise a Technical Bid & a Price Bid to be submitted in accordance with the Bidding Documents. The National Tender Board of Seychelles will publicly open both the Technical Bids & Price Bids immediately after the deadline for their submission. A copy of the Minutes and Register of Tender Opening will be provided to all Bidders submitting Bids.

The Procuring Entity will first evaluate the Technical Bids to determine if the Technical Bid meets the requirements of the Bidding Documents. The Procuring Entity will first confirm that all documents & technical documentation requested in the Bidding Documents have been provided in the Technical Bid & to determine the completeness of each document provided in the Technical Bid. The Procuring Entity will then examine the documentary evidence of the Bidder’s qualifications submitted by the Bidder in the Bidder's Technical Bid to determine whether the Bidder is qualified to perform the Contract satisfactorily. The Procuring Entity will then examine the technical aspects of the Technical Bid to confirm that all requirements of the Employer’s Requirements have been met without any material deviation, reservation/omission.

Bidders shall demonstrate participation in at least 2 contracts that have been successfully or substantially completed within the last 5 years for construction of wastewater infrastructure for public utility purpose, where the value of the Bidder’s participation is greater than EUR 5 million, as follows: (i) At least one of these contracts shall involve the construction, expansion or refurbishment of a complete wastewater treatment facility for public utility purpose, with design capacity of at least 7,000 m3/day, where the Bidder carried out both the civil and building works, as well as the supply and installation of electro-mechanical works under the contract, where the wastewater treatment facility was designed to meet similar or greater effluent quality standards (maximum concentration) of the Employer's country for the discharge of effluents to a recipient system; and (ii) At least one of these contracts shall involve the construction of a wastewater pump station for public utility purpose, which included at least 3 duty pumps and 1 stand-by pump, where the rated flow of each pump was at least 180 m3/hr, where the Bidder carried out both the civil & building works, as well as the supply and installation of electro-mechanical works under the contract.

The conditions of contract of the Bidding Documents are the "Conditions of Contract for Construction for Building and Engineering Works, Designed by the Employer" First Edition 1999 of FIDIC.
