The Services of the consultant shall consist of design, tender documents preparation, assistance to tendering, supervision of works implementation & project management for the Helwan Wastewater Treatment Plant Project. In the response to the REOI, Interested Applicants must provide information evidencing that they are qualified and experienced to perform those Services. For that purpose, documented evidence of recent and similar services shall be submitted.
Determination of the similarity of the experiences will be based on:
The contracts size;
The nature of the Services:
o detailed design for networks and pumping stations, with similar area including preparation of tender documents under RED Book FIDIC Guidelines.
o Conceptual design for wastewater treatment plants with capacity not less than 200,000 m3/d including anerobic digesters and tertiary treatment, preparation of tender documents under Yellow Book FIDIC guidelines.
o Construction supervision / Management of works as well as Operation & Maintenance during Defect Liability Period.
o Preparation of SIA/ESMP Studies including ATEX study, and
o Communication and visibility and project management and reporting.
The technical area and expertise: wastewater collection and treatment, sewage sludge treatement (digestion) and production of biogas.
The location in the region and ability for at least part of the staff to exchange in Arabic.
The Client will also take into account for the evaluation of the applications the following items:
Skills and availability of in-house technical back-up/ backstopping provided to the on-site experts;
Local representatives and partners;
The Expressions of Interest must include at least:
(i) Covering Letter, comprising the firm's information.
(ii) Presentation of firms or association showing the firms main activities and expertise.
(iii) Statements and Declarations : As indicated within the REOI Document including: Statement of affiliation, if any, Declaration of Association (if applicable), convent of itegrity, certified statement of financial capacit with minimum avrage annual turn over of 2000000 Euroover the last three years for the lead consultant, and audited balance sheets.
(iv) List of Project References: Demonstrate experience of conducting similar type of assignments, providing max 15 projects’ data sheets.
Through at least three (3) of the relevant references, the below-mentioned activities should be included (at least one of each activity):
- Detailed Design, preparation of tender documents and construction supervision for wastewater collection networks, pumping stations,
- Conceptual design and construction supervision of wastewater treatment plants with capacity not less than 200,000 m3/d including supervision of Operation & Maintenance during DLP.
- Design and construction supervision of sludge treatment (anaerobic digestion)
(v) List of available personnel structure for the envisaged services.
(vi) Brief CV of consultant's key personnel potentially mobilised for the project implementation
