Sykehusinnkjøp HF (the contracting authority) would like, on behalf of the customers, to procure a framework agreement(s) for a digital service platform for building and property.

The customers in the contract are:

- Sykehusbygg HF.

- Helse Sør-Øst RHF

- Helse Vest RHF

- Helse Midt-Norge RHF.

- Helse Nord RHF

All the health regions plan on joining the framework agreements, and will be able to make call-offs on them either directly, or via the regional ICT companies independent of each other.

The aim of the contest is to procure IT systems that can contribute to improving the core processes within property management.

The contest is scheduled for August/September 2022 and it will be held as a competitive dialogue. The intention is to enter into one or several framework agreements with one or more tenderers to meet the contracting authority's needs. The framework agreements will form the basis for further call-offs that each customer will make separately. The call-off contracts can have a significantly longer duration than the framework agreements, depending on the type of contract and the scope of each contract.

Sykehusinnkjøp HF (the contracting authority) would like, on behalf of the customers, to procure a framework agreement(s) for a digital service platform for building and property.

The customers in the contract are:

- Sykehusbygg HF.

- Helse Sør-Øst RHF

- Helse Vest RHF

- Helse Midt-Norge RHF.

All the health regions plan on joining the framework agreements, and will be able to make call-offs on them either directly, or via the regional ICT companies independent of each other.

The aim of the contest is to procure IT systems that can contribute to improving the core processes within property management:

1) Management includes property and area management, portfolio management, and capital management, including sales and procurements, as well as the protection of listed building. 

2) Operation includes the daily work of maintaining buildings and property in such a condition that the core activity and other related processes can be carried out in a good, safe, and appropriate way. 

3) Maintenance includes the necessary assignments for maintaining a certain level of quality and condition of both buildings and technical installations, as well as relevant outside areas within the time of use. 

4) Development includes major and minor building/renovation projects that are carried out based on the user's changed needs and/or changes due to new public requirements in the law and regulations. 

5) Cleaning includes building related and hospital specific cleaning. 

6) Management/portfolio management - good overview and simple reporting of the total portfolio of programmes and individual projects, as well as management, operation, maintenance, and development of the property portfolio. The overview must include corporate governance of progress, economy, uncertainty, and other information that is appropriate in order to carry out good corporate governance and company management.

The system must support building and property management throughout the entire lifetime of the buildings, including project execution. The procurement follows the inter-regional BIM strategy, which says that BIM must be used in all phases, and the procurement will support this. The contracting authority will also emphasise that the chosen tenderer(s) can contribute to innovation in service and system, through close collaboration with the contracting authority through the call-off contract's contract period.

The plan is to split the procurement into several sub-contracts, and tenders can be submitted for one, several, or all sub-contracts. The sub-contracts are connected to the following disciplines:

Two rounds with market dialogues have been held for the procurement process (RFI). Sykehusbygg HF held a market dialogue in May 2021 on MOMD, and an engineering design tool for hospital planning, building, and operation (https://www.doffin.no/Notice/Details/2021-337577). Sykehusinnkjøp HF held a market dialogue on behalf of Helse Sør-Øst RHF on the digitalisation of property management in Helse Sør Øst (https://www.doffin.no/Notice/Details/2022-326522) i april 2022.

The dialogue processes have contributed with valuable input. The procurement project has worked these into a contest that is scheduled to be announced in August/September 2022.
