Technical assistance for project preparation of investment projects in the transport sector in Montenegro under IPA 2021 support
In terms of project pipeline preparation, it is still very important to bring several relevant projects to maturity both in the fields of high-risk road sections, inter-modality or railway infrastructure development but also in the new areas linked with energy or digital economy within the thematic priority of the Windows 3. There is an urgent need within the context of the Western Balkans Strategy on Sustainable and Smart Mobility to improve maturity within transport infrastructure projects ready for implementation. This procurement will include additional project preparation from initiation to development or any activity related to project maturity, meaning viable relevant projects in line to become bankable and, accordingly, to be financed by EU pre-accession/accession assistance or other by IFIs.
The specific objectives of this contract is to i) deliver project preparation services to support the maturing of selected projects: ii) deliver a study on large vessels traffic capacity management for optimizing maritime navigation in the Bay of Boka Kotorska and iii) design to maturity for implementation interventions on high-risk road section for road accident reduction.
Those projects would be ready to be proposed for implementation, financing and eventual construction by the transport sector entities namely Ministry of Capital Investments and its related bodies. The Consultant will provide engineering project preparation services from initiation, studies, to further development and implementation of mature and financially viable transport projects on the future Comprehensive and Core Network of Montenegro.
