The aim of the contract is developing the capacity of MENR to draft a legislative and strategic framework and to carry out monitoring and measurement of efficient heating/cooling; promote the shift towards a material and resource-efficient, digitalised, smart, safe and sustainable climate-neutral economy in Türkiye. It will enable a smooth transition towards more efficient, low-carbon and affordable heating and cooling supply throughout Turkey by: enhancing the MENR’s capacity for preparation of national strategy, policy and guidelines on heating and cooling sector in addition to the identification of the policy gaps on EU regulations; monitoring for sustainable data collection for heating and cooling; site visits, workshops, trainings, visibility and awareness raising with professionals and end users to increase the consciousness level of the society; feasibility studies across regions of Türkiye to find the most suitable method to heat and cool buildings; among others.
