The Ministry of Rural Development (MRD), SAAMBAT invites sealed Bids from eligible and qualified Bidders for the works shown in the table below:

Lot-1 Improvement of 12.429Km Reinforced Concrete and DBST Road P1R01 (Ream Chou-Prey Manors) in Svay Rieng Province 12 months

Lot-2 Improvement of 5.249Km Reinforced Concrete and DBST Road P1R07 (Koh Chouram – Svay Romiet) in Kandal Province 9 months

Lot-3 Improvement of 5.079Km Reinforced Concrete and DBST Road P1R04 (Bos Thlan - Svay Teap), improvement of 5.909Km

DBST Road P1R05 (O'veay - Speu Keut) and improvement of 0.150Km DBST Road P1R05A (O'veay) in Kampong Cham Province 12 months

Procurement will be conducted through international competitive bidding procedure using Request for Bids (RFB) as specified in the RGC Standard Operating Procedures on Procurement for All Externally Financed Projects/Programs in Cambodia dated 2 December 2019, aligned to the Guide to Procurement (GtP) of the European Investment Bank (EIB), and under the laws and regulations governing public procurement within the Kingdom of Cambodia.

Bidders may bid for one or several lots, as further defined in the RFB document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

The bidding criteria can be found in Section III - Evaluation and Qualification Criteria in the Invitation to Bid IFB: Package No.: C1/SAAMBAT/P1/EIB/W-01A. It contains all the criteria that the Employer shall use to evaluate Bids and qualify Bidders. No other factors, methods or criteria shall be used other than specified in this Bidding document. The Bidder shall provide all the information requested in the forms included in Section IV, Bidding Forms.

Wherever a Bidder is required to state a monetary amount, Bidders should indicate the USD equivalent using the rate of exchange.
