The U.S. General Services Administration (GSA) has a requirement to provide construction services involving approximately 15,000 square feet of tenant improvements on the 1st, 3rd and 6th floors at the Evo DeConcini Federal Courthouse in Tucson, Arizona.  1st floor work consists of 1,554 square feet of demolition and reconstruction of office space. 3rd floor work consists of 3,845 square feet of office demolition and construction of 1,700 square feet of office space and 2,145 square feet of judicial chambers. 6th floor work covers 10,169 square feet of demolition of an existing library and construction of a new district courtroom, new judicial chambers, new jury room, new holding cells, and new elevator stop in an existing elevator shaft. 

This project will involve: complex electrical, audio and visual, and security systems; the highest quality interior finishes; and extensive premium quality woodwork. The majority of work must be completed outside of normal working hours with no disruption to the existing building operations.

The completion time for this project is 360 calendar days from issuance of the Notice to Proceed. The estimated cost range is between $5 million and $10 million.  The proposed contract is being solicited as a Total Small Business Set Aside, in accordance with FAR 19.502-2.  The North American Industry Classification System (NAICS) code for this procurement is 236220 with average annual receipts of less than $36.5 million for the last three (3) years.

This project will be solicited utilizing FAR 15.1, Source Selection Processes and Techniques.  Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered. As technical proposals become more equal in their technical merit, the evaluated cost or price becomes more important.

The Request for Proposal (RFP) will be available for download on www.fbo.gov on or about March 12, 2019.  GSA anticipates that the proposals will be due approximately 45 days after the RFP is issued.

The U.S. General Services Administration (GSA) has a requirement to provide construction services involving approximately 15,000 square feet of tenant improvements on the 1st, 3rd and 6th floors at the Evo DeConcini Federal Courthouse in Tucson, Arizona.  1st floor work consists of 1,554 square feet of demolition and reconstruction of office space. 3rd floor work consists of 3,845 square feet of office demolition and construction of 1,700 square feet of office space and 2,145 square feet of judicial chambers. 6th floor work covers 10,169 square feet of demolition of an existing library and construction of a new district courtroom, new judicial chambers, new jury room, new holding cells, and new elevator stop in an existing elevator shaft. 

This project will involve: complex electrical, audio and visual, and security systems; the highest quality interior finishes; and extensive premium quality woodwork. The majority of work must be completed outside of normal working hours with no disruption to the existing building operations.

The completion time for this project is 360 calendar days from issuance of the Notice to Proceed. The estimated cost range is between $5 million and $10 million.  The proposed contract is being solicited as a Total Small Business Set Aside, in accordance with FAR 19.502-2.  The North American Industry Classification System (NAICS) code for this procurement is 236220 with average annual receipts of less than $36.5 million for the last three (3) years.

This project will be solicited utilizing FAR 15.1, Source Selection Processes and Techniques.  Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered. This project will be solicited utilizing FAR 15.1, Source Selection Processes and Techniques.  Award will be made to the offeror whose proposal conforms to all requirements of the solicitation and is considered to be most advantageous to the Government, cost or price and other factors considered. As technical proposals become more equal in their technical merit, the evaluated cost or price becomes more important.

The Request for Proposal (RFP) will be available for download on www.fbo.gov on or about March 12, 2019.  GSA anticipates that the proposals will be due approximately 45 days after the RFP is issued. 

Any questions regarding this notification should be directed to the Contracting Officer listed in this notice.  Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation.  Issuance of this notice does not warrant that funds are presently available for award of a Contract. Award of the Contract shall be subject to the availability of funds, and the Government shall incur no obligation under this notice in advance of such time as funds are made available to the Contracting Officer for the purpose of Contract award.  Please continue to monitor this announcement to receive the most updated information.
