COMET Update 4/12/2019:

As previously stated the COMET effort is separated into two procurement actions: the Architecture, Engineering, and Advisory Support (AEA) single award Task Order and the multiple award Blanket Purchase Agreement (BPA).

The AEA Request for Quotation was released via GSA eBuy on April 8, 2019 with a current closing date of April 29, 2019. The AEA RFQ is set aside for 8(a) STARS II, Constellation 2 GWAC holders. All official correspondence for the AEA RFQ will be posted through GSA eBuy.

For the multiple award BPA action, the COMET team is currently reviewing the vendor responses submitted as part of the "Questions to Industry" market research effort. COMET BPA updates will continue to be posted here at FBO.gov.

UPDATE March 1, 2019: GSA is officially requesting industry feedback on the draft COMET BPA Solicitation Instructions and Evaluation Criteria (SIEC).

Attached to this posting are Questions for Industry which highlight areas GSA believes more vendor input is needed to further refine the COMET BPA SIEC. A "Version 2" of the BPA SIEC will be published in mid-March 2019. The due date for industry feedback will be one week from that TBD date. GSA decided to publish the questions now to give industry maximum time to generate responses.

Be aware that, due to extremely high interest in the COMET BPA acquisition, 1 on 1 meetings will not be held to gain vendor feedback on COMET BPA SIEC. The amount of 1 on 1 meetings that GSA must conduct to give fair opportunity to interested vendors would excessively delay the COMET BPA schedule. GSA determined that feedback received from the attached questions would provide just as valuable market research information.

UPDATE February 1, 2019: This update releases a DRAFT Solicitation Instructions and Evaluation Criteria for the GSA COMET BPA acquisition. Interested bidders are encouraged to review the DRAFT document as soon as possible to become familiar with the proposed evaluation process.

GSA intends to solicit feedback regarding the DRAFT Solicitation Instructions and Evaluation Criteria for the BPA acquisition in the form of One-on-One meetings. No One-on-One meetings for COMET have been scheduled or held with any contractors to date.

Due to the high RFI response rate (approx. 250 responses) the GSA team will most likely not be able to accommodate a One-on-One meeting with all interested vendors. Therefore, guidance will be released soon on a scheduling process for One-on-One meetings. GSA also plans to release the supporting documentation (ie. Powerpoint slide deck, Word doc) from the One-on-One meetings to all interested bidders via FBO.gov. The documentation will include the questions asked at the One-on-One's, and vendors who did not receive a One-on-One meeting are encouraged to submit their responses to GSA's questions for consideration.

We would like to reiterate the Solicitation Instructions and Evaluation Criteria are in DRAFT status and are released for market research purposes only. Any of the proposed strategies (evaluation factors, order of evaluation, set aside status/procedures, etc.) are subject to change before the final RFQ is released.

January 18, 2019 INFORMATIONAL UPDATE*: COMET planning is still well underway in the New Year. The COMET team has completed its review of the RFI responses. Our next step is to develop the BPA Offeror Instructions and Evaluation Criteria (commonly known as Sections L & M) and release a DRAFT version of each via FedBizOpps.

We will then seek out industry engagement (ie 1-on-1's, industry day, RFI) after vendors have been able to review the proposed method. We believe that engaging with industry regarding a proposed Offeror Instructions/Evaluation Criteria strategy will be more beneficial than engagement solely for the Performance Work Statements.

The GSA CAMEO recompete effort officially has a new name: GSA COMET (CIO Modernization and Enterprise Transformation).

Many questions have been received about GSA's overall progress for the COMET (formerly CAMEO recompete) effort. This update is to reassure industry that COMET is still very much active and a priority for GSA IT.

We plan to release a Request for Information (RFI) in mid-November via FBO.gov. The RFI will include a draft requirements statement (SOW/PWS/SOO) and process for conducting one-on-one meetings with industry. Continue to monitor FBO.gov for any and all status updates.
