THIS IS NOT A SOLICITATION

This announcement constitutes a Sources Sought Notice. This is not a request for quotation (RFQ) or a request for proposal (RFP).

The purpose of this Sources Sought Notice is to determine if there are two (2) or more capable contractors that can perform the requirements of a planned contract. For this reason, it is vitally important for the potential contractors to respond to this Sources Sought Notice with the requested documents. The submissions received by the contracting office in response to this Sources Sought Notice may lead to determine whether the procurement shall be conducted as a full and open competition, restricted competition, or via a sole source in accordance with Federal Acquisition Regulation (FAR) 6.302.

This Sources Sought Notice is to request information from all contractors capable of providing Air Terminal and Ground Handling Services (ATGHS) at the Bahrain International Airport, Muharraq, Kingdom of Bahrain. The requirement consists of aircraft loading and unloading, explosive handling, aircraft fleet services, aircraft services, passenger and baggage services and equipment maintenance. For further details, please review the attached Performance Work Statement (PWS).
The U.S. Government identified that it is imperative that the awardee possess relevant licenses and certificates from the host nation government authorities to operate and provide ATGHS at the Bahrain International Airport. Please be advised that the U.S. Government WILL NOT provide any assistance and/or documentation to facilitate any contractor in obtaining the necessary licenses or certificates from the host country government authorities to operate and provide ATGHS. Hence, the U.S. Government's prerogative is to identify the contractors that currently possess the required licenses and certificates or potential contractors (if any) that are capable of securing the required licenses and certificates on or before 01 August 2019 to operate and provide ATGHS.

In response to this Sources Sought Notice, interested contractors shall submit a capability statement. A capability statement shall consist of the following:

1) A brief explanation of the contractor's experience and/or operational capabilities in performing ATGHS at the Bahrain International Airport in the Kingdom of Bahrain; AND
2) A copy of:

(i) any and all active licenses and certifications issued from the host nation government authorities responsible for issuing licenses and certifications to perform ATGHS at the Bahrain International Airport;
OR
(ii) a signed partnership agreement with any entity/ies that has/have the requisite licenses and certifications with copy/ies of their active licenses and certifications issued from the host nation government authorities responsible for issuing licenses and certifications to perform ATGHS at the Bahrain International Airport;
OR
(iii) a letter from the host nation government authorities responsible for issuing licenses and certifications assuring that the contractor will be issued the requisite licenses and certifications prior to 01 August 2019 to perform ATGHS at the Bahrain International Airport.
