Navy Expeditionary Combat Craft (NECC) Indefinite Delivery, Indefinite-Quantity (IDIQ) Contract - N5523619R0010

The Southwest Regional Maintenance Center (SWRMC) intends to issue a Request for Proposal (RFP) solicitation to accomplish the Navy Expeditionary Combat Craft (NECC) Indefinite Delivery, Indefinite-Quantity (IDIQ) Contract requirements for marine boatyard services and industrial support. The NECC scope of effort will have crafts 5 meters to 78 foot and trailers. The contractor shall furnish the necessary management, material support services, labor, supplies, and equipment deemed necessary to provide marine boat/craft yard and industrial support which includes specific modifications, upgrades, service life extension and repairs to non-commissioned boat/crafts, transportation equipment and service craft and their associated systems and periodic maintenance primarily in support of San Diego area Naval Facilities (Naval Base San Diego, Naval Air Station North Island, Naval Amphibious Base Coronado, Naval Outlying Landing Field Imperial Beach, Point Loma Submarine Base and Port Hueneme) boat/crafts, transportation, and service craft accessories. It is anticipated that 98% of repairs shall be performed within 50 Miles of 32nd Street Naval Station (San Diego, CA). Bay trials shall be conducted in the San Diego Bay unless specified in the delivery order. Transportation is used here as a general term to include all transportation, pontoons, trailers, boat movers, barges, cradles, skids and associated systems to include those items listed in Section J of the RFP under the general listing of transportation and associated systems. For the purposes of this requirement, material is defined as, but is not limited to items that may be required to modernize, alter, repair or support boat/crafts, transportation and service craft, associated systems or other items as defined.  Support is defined as, but is not limited to, providing manpower and equipment to accomplish alteration installations, repairs, modernizations, testing, stowage, machine shop services, transporting and maintenance delivery orders for boat/crafts, transportation and service crafts. This is a Total Small Business Set-Aside. This will be a multiple award indefinite delivery/indefinite quantity, firm-fixed price contract with a five (5) year base ordering period.  Award will be based on a best-value procurement utilizing past performance, technical, and price as evaluation factors. FAR 52.216-27 Single or Multiple Awards (OCT 1995) applies. This procurement is not restricted to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders. This is a follow-on procurement. All responsible sources may submit a proposal which shall be considered by this agency.  The successful offeror will be required to have a Southwest Regional Maintenance Center approved Quality System (IAW NAVSEA Standard Item 009-004), approved and in place at the time of contract award. The applicable NAICS code is 336611 Ship Building and Repairing. This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement program.  Southwest Regional Maintenance Center (SWRMC) is conducting market research to determine industry capability and interest in performing a  Navy Expeditionary Combat Craft (NECC) indefinite delivery, indefinite-quantity (IDIQ) contract for marine boatyard services and industrial support which includes specific modifications, upgrades, service life extension and repairs to Non-Commissioned boat/crafts, transportation equipment and service craft and their associated systems and periodic maintenance.   NECC Craft Multi Award Contract (MAC) Indefinite Delivery and Indefinite Quantity (IDIQ) will have crafts 5 Meters to 78 Foot and trailers for marine boat/craft yard services and industrial support for boat/crafts, craft, transportation or service craft. Crafts will be delivered to contractor's facility either by waterway or transported by roadway via trailer or boat/craft mover. See draft Statement of Work, (Enclosure (1)), check items pertaining to "NECC."  The contractor shall furnish all labor, equipment, materials, and facilities required to accomplish the work in the draft Statement of Work. 

 

SWRMC is especially interested in determining small business capability and interest.

 

The anticipated RFP release date is on or around 12 August, 2019 (subject to change). 

 

SWRMC is contemplating award of a multiple award IDIQ firm fixed price contract for the requirement specified in the attached draft Statement of Work. The applicable NAICS code is 336611 Ship Building and Repairing.

What/Where to Submit: Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact. Please scan your letter of interest and email it to Contracts Specialist, Shemeka Johnson-Jenkins, at shemeka.jenkins@navy.mil and Contract Specialist, Jimmy McFadden, at jimmy.d.mcfadden@navy.mil  with "NECC SOURCES SOUGHT NOTICE" in the subject field and hand or digitally sign your letter of interest.  The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth in Enclosure (1), and answers to the following specific questions.  Please limit your response to no more than 5 pages.

•1.       Is your company a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,250 or less employees)?  If small business please specify (small, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable]

 

•2.       How many employees does your company have?

 

•3.       Does your company have a website? If so, what is your company's website address?

 

•4.       Does your company have a satisfactory performance record for the type of work required?  Please provide examples of relevant and recent (within three years) past performance.

 

•5.       Does your company have the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them (including, as appropriate, such elements as production control procedures, property control systems, quality assurance measures, and safety programs applicable to materials to be produced or services to be performed by the prospective contractor and subcontractors)? Is your company a NAVSEA certified Boat Repair Contractor (ABR)?

 

•6.       Given the complexity of the work described in this announcement, including Enclosure (1), please describe your company's historical experience completing work on similar boats that are 5 meters to 78 foot crafts and trailers that can be transported via roadway by a trailer or must be delivered on its bottom (via waterway) in Enclosure (1), or briefly describe how your company would be capable of meeting these requirements as of contract award.

 

•7.       Based on the draft Statement of Work (Enclosure (1)) and, in this announcement, does your company plan to submit a proposal in response to the anticipated solicitation for the Navy Expeditionary Combat Craft (NECC) requirement?

 

Information provided shall be treated as Business Sensitive or Confidential to the responder, exempt from public release under the Freedom of Information Act.  All information shall be provided free of charge to the Government.  SWRMC may request further information regarding the capabilities of respondents to meet the requirements set forth in the announcement.  This sources sought announcement is released in accordance with FAR 15.201.  This sources sought announcement is not a request for proposal.  The purpose of this sources sought announcement is to gather information from the market place.  Information provided in response to this sources sought announcement will not be considered an offer by the responding contractor and cannot be accepted by the Government to form a binding contract.
