1. The purpose of this Pre-Solicitation Notice is to is to provide notice to prospective Offerors that the Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award Indefinite-Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (s) (MACs) to enable the Government to procure supplies and services used to design, develop, fabricate, integrate, test, evaluate and support the Undersea Weapons and Undersea Defensive Family of Systems (UW/UD FoS) as described in the Statement of Work. The resultant contract(s) will also contain provisions for task/delivery orders to be awarded on a firm-fixed- price or cost-plus-fixed-fee basis as determined by the government. The MACs shall have an ordering period from date of contract award through thirty-six (36) months after date of award.

2. The procurement for the planned MACs will be executed under full and open competition. Offerors may propose on one or more of the functional areas identified in the Statement of Work. Awarded MACs will cite the functional areas for which they are eligible. Offerors who do not propose in a functional area, or are not awarded a functional area proposed to, will not be able to propose for any task or delivery orders in that functional area.

3. After MAC award, all subsequent task and delivery orders will be competed among qualified contractors who have been awarded the prototype functional area (or areas) applicable to each requirement in accordance with FAR 16.505, unless one of the exceptions to fair opportunity at FAR 16.505(b)(2)(i) applies. NUWCDIVNPT will utilize the functions of SeaPort-o for the task and delivery order competitions.

4. Offerors, including small and nontraditional businesses, are encouraged to propose to one, several, or all of the functional areas listed in the solicitation as subsequent task and delivery orders issued may include a variety of tasking which will range in scale from small to large.

5. ONLY US COMPANIES ARE ELIGIBLE FOR AWARD. United States companies are the only eligible companies for award on this IDIQ MAC. This is due to the on-going requirement for base access in the execution of tasks.

6. No award will be made to any Offeror which does not possess a facility security clearance issued by the Defense Security Service at the SECRET level.

7. The cumulative total of all Orders issued under the IDIQ MAC among all MAC holders will not exceed the total contract amount of $73,730,343, and the services portion will not exceed 183,051 hours.

8. Guaranteed Contract Amount: The Government's minimum obligation will be satisfied with an initial $2,500 Firm Fixed Price Order to attend a Post Award Conference (CLIN 0001) as described in NOTE C1: Post Award Conference in Section C of the solicitation.

9. Work to be performed under the MACs will be within the North American Industry Classification System (NAICS) code 332994, Small Arms, Ordnance, and Ordnance Accessories Manufacturing.

10. The Government is providing a DRAFT documents for the purposes of providing advanced planning. Comprising this package is a DRAFT:
a. Sections L&M of the Solicitation
b. Statement of Work (SOW)
c. Contract Security Classification Specification (DD 254)
d. Contract Data Requirements List (CDRLs)

These DRAFT documents do not constitute a formal RFP or an Invitation for Bid, nor will this issuance restrict the Government as to its ultimate acquisition approach. There is no final solicitation available at this time. The Government will neither award a contract solely on the basis of referenced draft documents, nor pay for any information that is submitted by respondents.

11. The Government plans to release the RFP on the Federal Business Opportunities website by Friday 31 May 2019.

12. Registered users are required to log in to their FBO account and have an active registration with JCP to view and download copies of the material. You must be certified under the United States/Canada Joint Certification Program (JCP) (https://www.dlis.dla.mil/jcp/) to be granted access to the technical documentation, via FBO (www.fbo.gov).
