The Army - Product Director (PD) Common Systems Integration (CSI) has an urgent requirement for a software upgrade to the Unmanned Aircraft Systems Universal Ground Control System (UASUGCS V3) software in support of the Operating Systems Upgrades required to obtain the Authority to Operate (ATO). Authority Cited: 10 U.S.C. 2304c(b)(1) as implemented by FAR 16.505(b)(2)(i)(A) - The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. This Class Exception to Fair Opportunity is posted as required by FAR 16.505(b)(2)(ii)(D).
