Dawn E. Lucini Named Telos ID’s Vice President, Aviation Security

Telos Identity Management Solutions, LLC (Telos®ID) has promoted Dawn E. Lucini to vice president, aviation security. Former Transportation Security Administration (TSA) branch chief, airport policy, Ms. Lucini provides a wealth of experience and industry relationships to augment the company’s burgeoning aviation security business.

“An extremely accomplished veteran of aviation security, Dawn has experienced the industry from practically every point of view,” said Telos ID President and General Manager Mark Griffin. “She has regulatory and policy experience at TSA and ACI-NA (Airports Council International – North America), practical and operational experience as security lead at a major U.S. commercial airport, and customer experience having worked for aviation service providers. This broad perspective gives her a unique ability to quickly assess and respond to the needs of our customers.”

In her role, Ms. Lucini serves as Telos ID’s liaison to the aviation industry, expanding industry knowledge of the company’s aviation security capabilities which include channeling services, identification management, integration and biometrics. Ms. Lucini is also responsible for coordinating major U.S. commercial airport’s implementations of the Telos ID channeling solution and for solidifying corporate relationships with technology providers that support the greater aviation community. She serves as the company’s official representative to the ACI-NA, the Airports Law Enforcement Agencies Network (ALEAN), the Florida Airports Council (FAC), and the International Biometrics + Identity Association (IBIA).

Ms. Lucini began her aviation career at ACI-NA, rising to senior manager, regulatory affairs responsible for assisting in the strategic development of ACI-NA’s policy on Public Safety & Security and Facilitation issues. Ms. Lucini worked with the newly created TSA on developing and implementing new security procedures and requirements for airports. In 2001, the U.S. Attorney General appointed Ms. Lucini to the congressionally mandated Data Management Improvement Act Task Force, charged with making recommendations to the U.S. Congress on methods to streamline use of technologies and procedures allowing for more efficient facilitation of travel, tourism, and commerce to the United States. She also worked with other federal agencies, such as the U.S. Department of Homeland Security’s Bureau of Customs and Border Protection and the US-VISIT Program Office, to modify domestic and international passenger facilitation procedures. Ms. Lucini was instrumental in coordinating activities with the organization’s Public Safety & Security and Facilitation Committees while acting as technical advisor on relevant ACI-NA legislative initiatives.
