Vencore Labs To Support Radio Frequency Spectrum Monitoring And Usage Systems For The Department Of Defense

CHANTILLY, Va., Dec. 21, 2017 /PRNewswire/ -- Vencore, Inc., announced today that its innovative research arm, Vencore Labs, Inc, was awarded agreements for the Comprehensive Spectrum Monitoring System (COSMOS) and Spectrum Usage Measurement System (SUMS) programs supporting the Department of Defense (DoD). The three-year COSMOS agreement has a value of $7.9 million while the SUMS agreement is valued at $6.8 million for the same length of time. These agreements are part of Vencore Labs' expanding portfolio in spectrum management technologies ranging from spectrum sensing, measuring and monitoring, to fast processing, advanced analytics and useful visualizations to improve spectrum use.

Under the COSMOS agreement, Vencore Labs will design, prototype and field-test a robust spectrum monitoring, recording and visualization solution for use at DoD training ranges for the U.S. Navy. The Vencore Labs team will design and implement two types of programmable radio frequency (RF) sensors. The system will store sensor data for spectrum usage analytics and perform near real-time centralized processing on data from multiple sensors.

The team will also build application programming interfaces (APIs) for exchanging data with federal spectrum repositories and management systems. COSMOS will enable users to visualize actual spectrum utilization, more efficiently manage and schedule authorized spectrum usage, and report on spectrum occupancy and identify spectral anomalies.

Under the SUMS agreement, Vencore Labs will design, prototype and field-demonstrate a system to measure multi-band RF spectrum usage for airborne telemetry systems at DoD test ranges. The system will leverage the 3-D spectrum usage model and GIS-driven situationally specific propagation and channel models from the test range Spectrum Management System (SMS) prototype previously developed by Vencore Labs for the DoD Test Resource Management Center (TRMC).

The SUMS system will support DoD agencies, including Naval Air Systems Command, the Air Force and the Army, that perform airborne and ground system testing and evaluation (T&E) at DoD test ranges to track, measure and improve their usage of the telemetry spectrum. The system will help agencies improve spectrum efficiency using insights gained from analysis and provide documentation for actual test range spectrum usage against test plans.

The COSMOS and SUMS agreements continue Vencore Labs' support of the DoD through the National Spectrum Consortium Other Transaction Agreement (OTA). Vencore Labs has worked with the DoD T&E community through TRMC on multiple science and technology (S&T) projects for more than a decade.
