Patrick Bradley Joins RES as National Stormwater Practice Lead

RES, the nation’s leading environmental solutions provider, announced that Patrick Bradley joined the company as the National Stormwater Practice Lead. Pat is the former Water Quality Manager for the City of Richmond, Virginia within the Department of Public Utilities.

“Pat has been at the forefront of developing and implementing innovative water quality improvement programs throughout his professional career. His expertise, passion, and deep understanding of growing regulatory compliance complexities supports RES’ commitment to providing our clients with high-quality, cost-effective solutions,” said Elliott Bouillion, President and CEO of RES.

Pat led the Department of Public Utilities’ integrated plan to more efficiently manage the implementation of the Clean Water Act and Safe Drinking Water Act compliance requirements on a watershed basis for the past three years. This included managing and providing support to water-related utilities – drinking water, wastewater, and stormwater facilities.

Prior to the City of Richmond, Pat worked at LimnoTech, Inc where he assisted clients in developing strategies to address water quality issues by focusing on maintaining a high level of compliance. While having worked in the private sector and in local government, Pat spent the majority of his professional career working at the federal level.

For over 20 years, Pat served in various leadership positions within the federal government in both the Department of Navy and the U.S. Environmental Protection Agency (EPA). As an Environmental Protection Specialist for the Department of Navy, Naval Facilities Engineering Command, Atlantic Division, he managed the Command’s water quality assessment program, NPDES permits program, and pretreatment permit program for three years. Most notably during his 17 years with the EPA, Pat served as the Assistant Branch Chief in the Water Permits Division where he gained extensive insight into all aspects of NPDES permit development, negotiation, and issuance; water quality criteria and standards; and industrial and municipal wastewater facility inspections.
