Guidepost Solutions Welcomes Three Seasoned Compliance Professionals

Today, Guidepost Solutions, a global leader in compliance, investigations, monitoring, and security consulting, appointed Daniel D. Brownell and Dennis M. Walsh as senior managing directors, and Elan D. Parra as managing director, based in its New York headquarters.

All three are former prosecutors, with long and distinguished careers in local law enforcement. Brownell, Walsh, and Parra are also members of the Guidepost Solutions monitoring team working to ensure the New York City Housing Authority (NYCHA) satisfies the conditions of its January 31, 2019 Agreement between NYCHA, the U.S. Department of Housing and Urban Development, and New York City to correct chronically poor housing conditions endured by residents. Chairman of Guidepost Solutions, Bart M. Schwartz, was appointed the federal Monitor of NYCHA on February 28, 2019.

Brownell brings many years of service in the field of investigations and law enforcement at the city, state, and federal levels. Most of his prosecutorial career was focused on prosecuting corruption and emphasizing the importance of public integrity. Prior to joining Guidepost Solutions, Brownell served as Commissioner of the New York City Business Integrity Commission (BIC), where he was responsible for overseeing the operations of the agency. BIC is charged with regulating and preventing organized crime and corruption in New York City's private trade waste industry and public wholesale markets.

Walsh is an experienced litigator and former prosecutor with a strong background in monitoring and compliance matters as well as complex investigations. He has practiced law at New York City firms, including his own, handling a range of commercial litigation, criminal defense, investigations, monitoring, and compliance review cases. Notably, Walsh served as the Review Officer in U.S. v. District Council of Carpenters in the Southern District of New York. He was responsible for enforcing a Consent Decree and other orders of the court in a long-standing civil RICO matter, and was given broad authority to monitor, investigate, and reform the administration and governance of the New York City District Council of Carpenters, its Taft-Hartley Benefit Funds, and its eight affiliated local unions. He has had extensive interaction with in-house counsel and compliance officers and has written detailed reports presented to regulators, courts, and the Department of Justice.

Parra has extensive investigation, litigation, and construction-related experience, leading investigations involving fraud schemes, kickbacks, and illegal activity. Prior to joining Guidepost Solutions, he was a managing director with a consulting firm focused on investigating complex matters, conducting due diligence, advising on regulatory compliance, and assessing vulnerabilities. Parra has also held several high-level positions with the City of New York. As the Senior Advisor for Project Management of the Mayor’s Office of Criminal Justice, he managed a billion-dollar public works portfolio, overseeing major construction and development projects. As the Director of the Mayor’s Office of Special Enforcement, he was responsible for investigating and deploying resources to address quality of life issues throughout the city.
