The Jiangxi Provincial Port & Waterway Construction Investment Group Co. Ltd, Nanchang, CHINA (hereinafter referred to as ‘the Borrower’) has applied for a loan from the European Investment Bank — EIB (hereinafter referred to as ‘the Bank’) towards the cost of the Jiangxi Water Transport Project. This international invitation for tenders related to the contract for Xidahe Shiplock, Power House and Gate Dam Construction of Jiangxi Water Transport Project (Contract No BW2).

The contract will include the following works:

The contract shall supply labor, materials, equipment, services, and project implementation for the completion of the project. This contract includes: Xidahe cofferdam, ship lock, powerhouse, sluice (20 hole), fishway, connecting earth dam on both banks, navigation aids project, dam crest highway bridge, installation of metal structures (including hoisting devices) and supporting engineering facilities, diversion project, temporary facilities, earthworks yard planning and works, environmental protection and water and soil conservation measures, operation and maintenance of ship lock before the acceptance of the project.

The contracts are expected to be implemented from 1.4.2020 to 31.12.2022.

The criteria to be used in the tender evaluation are, in decreasing order of importance:

1) The contract ceiling budget is 1 270 774 256 CNY. Any bid with the bid price over the ceiling amount will be rejected;

2) Financial performance: submission of audited financial statements or, if not required by the law of the bidder’s country, other financial statements certified by a Certified Public Accountant (CPA) for the last three (3) years (from 2016 to 2018) to demonstrate the current soundness of the bidder’s financial position. As a minimum, the bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive;

3) Average annual construction turnover: the bidder's average annual turnover for the most recent 3 years (2016-2018) shall not be less than 1 000 000 000 CNY or equivalent amount in other currency;

4) Financial resources: the bidders must demonstrate their financial resources to meet the cash-flow requirement of 1 000 000 000 CNY or equivalent amount in other currency;

5) Construction experience: the bidder's completed project performance in recent 5 years shall meet the following conditions: the bidders shall have been successfully implemented at least one similar project with at least 1 000 ton ship gate, and the amount of each project shall not less than 100 000 000 CNY of hydraulic construction project. National bidders should have the National Class I and above Port and Waterway construction certificate or the national Class I and above hydro-engineering and hydropower engineering certificate.

Technical tender evaluation:

The bidder shall clarify how to achieve excellent quality and safety objectives in the construction process beyond the minimum required final engineering results in the technical proposal. The technical proposal will be evaluated in 9 aspects:proposed site organization, staffing, construction machine input, work plan, construction methods, quality assurance measures, progress management and guarantee measures, safety management, environmental management, work excellence plan for quality and safety, application of BIM, specific solutions on key issues, etc. The maximum technical scores (T) will be 70.

Price tender evaluation:

The lowest evaluated Financial Proposal (Fm) is given the maximum financial score (P) of 30. The formula for determining the financial scores (P) of all other Proposals is calculated as following:

P = 30 x Fm/F,

In which

‘P’ is the financial score,

‘Fm’ is the lowest ETP (evaluated total price), and

‘F’ is the ETP of the proposal under consideration.

Bidders are ranked according to their combined technical scores and financial scores (total score S) using T + P = S the maximum total score of 100.

The substantially responsive to requirements of the bidding documents and the highest evaluation scores of bids will be accepted to award contracts.
