Bærum Municipality, Asker Municipality, Drammen Municipality and NAV Bærum want to challenge the market to provide input, look at new opportunities, provide good ideas or encouragement for the planned contract for the purchase and delivery of white goods, and electrical products.

The dialogue will be carried out in two phases, the first phase is an invitation to the tenderers to submit written answers and input to our questions. Questions and answers shall be the basis for phase 2, which includes one-on-one dialogue meetings.

The objective of this dialogue is to gain the best possible knowledge of the market and possibilities for the call for tenders. Ideas that present during this process may be used in the preparation of the tender documentation, which will be used in the pending procurement. The procurement will be carried out as a subsequent process in accordance with the law on public procurements. The choice of implementation model for the competition will be determined after the dialogue.

Extended Description

Bærum, Asker and Drammen Municipalities shall enter into a new framework agreement for the delivery of white goods and other electrical products. The agreement includes procurement, delivery, return scheme and assembly in accordance with requirements. All user locations in the municipalities must be able to make call-offs in the agreement and possibly residents with requisitions. It is being considered whether Bærum NAV shall participate in this call for tenders as they are involved in the initiation of this procurement project to assess opportunities.

The framework agreement covers, amongst other things, the following products:

— white goods: including refrigerators, freezers, refrigerators-freezers, stoves, dishwashers, washing machines, dryers, drying cabinets, Range-hood, microwave oven and related products;

— electrical equipment: including TV, small coffee machines, kitchen machines (waffle iron, blenders, electric kettles, etc.), toasters, fans, game consoles, radios, cameras/photography equipment, baby calls, vacuum cleaners, grills and related products.

The list is not complete and may be altered.

The total value of purchases in this category for Asker, Bærum and Drammen Municipalities is estimated to approx. NOK 29 million over a period of 4 years. This amounts to approx. NOK 7.3 million per annum. NAV Bærum's value is not included in this calculation as there is uncertainty in regard to their participation in the call for tenders.
