By the end of 2021, the Directorate-General for Communication (DG COMM) of the European Commission (EC) is considering running a competitive procurement process on media buying. The aim would be to establish one or more framework contracts or any other suitable contract type at the disposal of the EC and potentially other European institutions from mid-2023 until mid-2027.
To prepare a solid market analysis that may feed into a procurement strategy and possible tender specifications, DG COMM launches the following Request for Information (RFI) that provides background knowledge from market operators on the provision of media buying services. Media buying in the context of this RFI covers services that enable paid advertising across all 27 EU Member States via a variety of offline and online media channels like TV, cinema, radio, podcasts, print, out-of-home, online media and social media. Accompanying services to media buying may include strategic advice on media channel selection, media planning, pricing negotiations with media, project and quality management, performance measurement and monitoring. DG COMM would like to gain insights from market operators that are able to provide services in such a scope and complexity.
