This Prior Information Notice (PIN) is to announce that the Malta Information Technology Agency (MITA) will be publishing a call for a Dynamic Purchase System (DPS) for Technical Consultancy services, through which MITA shall procure technical consultancy services for the Agency’s managed projects and support the Public Administration of Malta in implementing its Digital Transformation projects. The DPS shall be established by quarter 4 of 2022.
MITA will be issuing a call to establish a Dynamic Purchasing System (DPS) for the procurement of Technical Consultancy services, that will run till the end of 2026.
A Dynamic Purchasing System (DPS) is a procurement procedure that can be used to procure commonly and repeatedly-used purchases, which are generally available on the market, in line with Regulations 174 to 180 of the Public Procurement Regulations (Legal Notice 352 of 2016)
Once the DPS has been established, MITA shall be issuing specific contracts within the DPS framework, inviting eligible participants to submit their bids for these specific contracts.
The technical consultancy services can include consultancy on specific technologies/ services/ platforms and possible assistance in their implementation projects.
The main areas where technical consultancy may required are but not limited to:

• Data & Artificial Intelligence (AI)
• Machine Learning (ML) & Automation
• Enterprise Architecture
• Digital Identity and Authorisation
• Technology Platforms/Services
• Digital Transformation Advisory
• Digital Strategies, Policies and Frameworks
Each individual Specific Contract will define the particular needs in terms of the technical consultancy services required, and the particular resources/skills sets that are required. The Specific Contract shall also detail any particular conditions related for the execution of services, including any requirements related to work on-site with the Contracting Authority’s resources.
All admitted participants to the DPS shall be invited to tender for each specific contract, in line with the provisions of the General Rules Governing Dynamic Purchasing Systems.
