Homeland Security & Defense Business Council Adds Two to Board of Directors

The Homeland Security and Defense Business Council (HSDBC), the private sector’s leading voice in homeland security, today announced the election of two new members to its board of directors: Thomas Bruno, a managing director at Accenture Federal Services; and Donald Fenhagen, vice president and senior partner with IBM. They were each appointed to three-year terms.

“We are excited to welcome Tom and Don to HSDBC’s leadership team,” said John Saad, chairman of the board of directors and partner, national security segment leader at Guidehouse. “We are proud of the active and hands-on role our board plays in setting the vision and direction of HSDBC and its programs. As longtime leaders in the homeland security community, Tom and Don will bring creativity, energy, and expertise to our work, and we are grateful to have their service during this especially critical time for the Homeland Security Enterprise.”

Bruno said, “It’s an honor to serve on the HSDBC board of directors. Through my many years supporting DHS, I have seen the Council’s deep commitment to the execution and advancement of the Homeland Security mission. I look forward to working with the board as it helps to build better engagement models between industry and government and to advance IT modernization capabilities, which are priorities that I share.”

Elected by its peers, the HSDBC Board of Directors manage and oversee the organization’s overarching policy, programs, and administration. Its members represent the perspective of HSDBC’s diverse membership of the small, mid-tier, and large companies that provide mission-critical technology, product, and service solutions to the Homeland Security Enterprise.

About Thomas Bruno

Tom Bruno, a managing director with Accenture Federal Services, is a senior client account executive, with overall responsibility for Accenture’s work in support of several Department of Homeland Security Components, including the U.S. Coast Guard, the U.S. Customs and Border Protection, the Federal Emergency Management Agency, the U.S. Secret Service, and the Office of Biometric Identity Management. Tom also serves on Accenture’s Global Public Safety and Border Services leadership teams.

Tom has provided management and technology consulting and implementation services, primarily to federal clients, for nearly 29 years. Prior to joining Accenture, Tom led delivery operations and business development activities for Agilex Technologies’ Government Services Sector. Before Agilex, Tom was a senior managing partner at Gartner and a principal at Booz Allen Hamilton, supporting DHS customers in both roles. Earlier in his career, he worked for JK Research Associates, a small firm specializing in regulatory and policy analysis, legislative analysis, strategic planning and the integration of public involvement into federal planning processes; and as a systems engineer at TRW. Tom holds a Bachelor of Science in Civil & Environmental Engineering and a master’s degree in Engineering Management, both from Cornell University.

About Donald Fenhagen

Don Fenhagen is a vice president and senior partner with IBM. He leads IBM’s business with the Departments of Homeland Security and Justice and serves as the senior location executive for Baltimore and central Maryland. Don manages the business between IBM and DHS; client relationships; client satisfaction; profit and loss commitments; marketing; new business pursuits, and industry partner relationships. His 16 years with IBM include leadership in complex program management; solution delivery; sales and business development; product development; client relationship management; mergers and acquisitions, and new market development.

Don is an active member of the Homeland Security community, sits on AFFIRM’s board, and volunteers with P-Tech Baltimore, ACT-IAC and the Boy Scouts of America. Don holds an international executive M.B.A. from Georgetown University and a B.S. in international business from South Carolina’s College of Charleston. He holds multiple patents in analytics and has authored publications on asset management and data management.
